Role Summary: CRG is in search of a full-time Survey Researcher to contribute to the DHS FEMA Individual and Community Preparedness Division (ICPD). This division plays a crucial role in enhancing resilience by equipping individuals, communities, and organizations to face potential risks and hazards. The Survey Researcher will be instrumental in evaluating the preparedness levels of a diverse cross-section of the American population and assessing the effectiveness of targeted outreach initiatives.

Key Responsibilities:

  • Collaborate with a team of experienced behavioral scientists, analysts, and survey designers to orchestrate the National Household Survey (NHS) on Disaster Preparedness, gauging public attitudes, actions, and beliefs regarding emergency readiness.
  • Utilize a mixed-methods approach for data collection, employing web, phone, and mail surveys available in both English and Spanish, targeting approximately 7,500 participants.
  • Formulate comprehensive Survey Protocols, encompassing objectives, target demographics, study design, sampling strategies, data collection plans, and analysis frameworks.
  • Oversee the collection, cleaning, weighting, compilation, summarization, and analysis of NHS data.
  • Assess additional ICPD program data to identify capability gaps and propose enhancements for effective messaging and outreach.
  • Gather and analyze stakeholder insights for the Individual and Community Preparedness Learning Agenda.
  • Design targeted surveys for over 500 respondents to evaluate the impact of outreach communications, training, exercises, and disaster survivor experiences across specific demographics and regions.
  • Conduct surveys aligned with strategic initiatives aimed at boosting citizen awareness, knowledge, and preparedness skills.
  • Work collaboratively with team members to create NHS Data Digest reports and webinars.
  • Develop budgets, establish research protocols, execute research activities, conduct analyses, and present findings.

Qualifications:

  • At least 10 years of experience in survey research and analysis.
  • A Ph.D. from an accredited institution.
  • U.S. citizenship.
  • Ability to secure Public Trust suitability prior to contract commencement.
  • Demonstrated experience conducting surveys in underserved and underrepresented communities.
  • Proficiency in Adobe Connect and the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint).
  • Familiarity with DHS and FEMA Writing Style Guides and the Government Printing Office (GPO) Style Manual.

Work Environment:

This position is based in Washington, D.C. and offers a hybrid work model. The candidate must be prepared to travel for a minimum of two weeks at any time to various duty locations as required by the program.
