Duties

This position is located in the United States Agency for International Development (USAID), Office of Inspector General (OIG), Office of Audits, Inspections, and Evaluations (OAI&E), Audit Support Division (ASD). ASD provides crosscutting support to OAI&E teams and senior leadership. ASD's primary work streams include management of audit policies and procedures; staff training; and data analytics and systems support.

As a Communications Analyst assigned to Office of Audits, Inspections, and Evaluations (OAI&E), Audit Support Division (ASD) you will:
  • Serves as the Communications Analyst within ASD ensuring audit, inspection, and evaluation reports meet professional standards.
  • Supports the production of OAI&E written communications by planning, directing, coordinating, leading, counseling, and evaluating staff.
  • Works with OIG teams to develop audit, inspection, and evaluation findings and recommendations in accordance with Generally Accepted Government Auditing Standards (GAGAS) and the Council of Inspectors General on Integrity and Efficiency Quality Standards for Inspection and Evaluation (QSIE). This includes facilitating team discussions, white-boarding findings, and attending audit, inspection, and evaluation meetings as prescribed.
  • Trains, and directs other communication analysts, as applicable, in helping prepare and finalize audit and inspection and evaluation reports and other written OIG communications.
  • Provides on-the-job and formal training to OAI&E teams to build in-house capacity for messaging reports. Provides constructive input into USAID OIG policies and procedures to improve guidance to teams; audit, inspection, and evaluation procedure steps; and inform annual training.
  • Reviews and revises reports, as needed, to ensure they articulate, interpret, and explain significant, highly complex, potentially controversial, and sensitive results from audits and reviews in a clear, concise narrative suitable for a diverse, wide audience in accordance with GAGAS and QSIE.
  • Uses analysis, critical thinking, and knowledge of language, Congress, the media, social media, and web-based communications, as well as a general knowledge of audit, inspection, and evaluation methods, to understand and improve communications.
  • Remains flexible and adapts quickly to changes in leadership and communication preferences, as well as unexpected situations, while maintaining professional standards.
  • Develops and implements communication strategies for OAI&E, improves processes and procedures, and resolves issues related to written communication.
  • Interacts and cooperates with other offices in OIG as needed to ensure, for a written communication, consistent use of plain language, compliance with accessibility requirements, and adherence to editorial standards and applicable writing guidelines.
  • Performs other duties as assigned.

      Specialized Experience:
      GS-14: Applicants must have one year of specialized experience equivalent to at least the GS-13 level in the Federal service, or the equivalent to in the private sector which includes: 1) Serve as a communication's analyst to help design, message, and draft audit and inspection and evaluation reports in accordance with Generally Accepted Government Auditing Standards (GAGAS) and the Council of Inspectors General on Integrity and Efficiency Quality Standards for Inspection and Evaluation (QSIE), (2) Use communications strategies, analytical methods, critical thinking, and knowledge of language and writing principles to assist teams and management develop audit, inspection, or evaluation messages and draft message into formal reports; 2) Review and revise written reports to improve clarity and accuracy; and 3) Develop reports, briefing materials, testimony, memos, and correspondence in accordance with GAGAS or QSIE standards.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
