As an Emergency Management Specialist, you will play a crucial role in the U.S. Agency for International Development (USAID) Office of Management Services (M/MS). Your primary responsibility will be to assist in the formulation, development, and execution of the Agency's Occupant Emergency Program and the Continuity of Operations (COOP) Program for USAID facilities and missions, ensuring adherence to federal regulations and standards.
Key Responsibilities:
- Formulate and revise the Agency Facility Occupant Emergency Plans, providing clear instructions for occupants during emergencies.
- Develop and refine COOP and Emergency Management Automated Directives System (ADS) Policies, Plans, and Standard Operating Procedures (SOPs).
- Create and update Mission Continuity Plans and Mission Multi-year Test, Training, and Exercise Plan Templates.
- Design actionable procedures for emergency response teams at USAID, emphasizing the creation of useful tools such as checklists.
- Draft operational orders that incorporate timelines, flowcharts, and job aids.
- Conduct assessments related to emergency management, COOP, and Mission Readiness.
- Prepare emergency signage for various incidents, including shelter-in-place situations and building evacuations.
- Participate in and facilitate debriefings and After Action Reports (AAR) for emergency management and COOP activities.
- Provide strategic recommendations based on findings from tabletop exercises.
- Develop training materials for National Preparedness Month.
- Ensure the COOP program aligns with updates to Federal Continuity Directives and any new regulations from FEMA/DHS.
- Prepare the COOP Program for evaluation using the latest FEMA Continuity Evaluation Tool.
- Assist in testing and training for the Emergency Notification System (ENS).
- Facilitate annual COOP awareness training across various divisions.
- Conduct internal training sessions, including First Aid, CPR/AED, and Stop-the-Bleed.
- Provide updates and inputs on COOP and Emergency Management programs during Monthly Readiness Meetings.
- Perform administrative tasks related to emergency management and COOP, including maintaining rosters and inventory logs.
- Occasionally work at the Alternate Operating Facility.
- Undertake additional duties as required.
Qualifications:
- Bachelor's degree is mandatory.
- A minimum of 5 years of experience in emergency management, COOP, or related fields, including at least 2 years in a support role.
- Secret clearance is essential.
Knowledge, Skills, and Abilities:
- Proficient in data collection and analysis.
- Strong critical thinking skills applicable to diverse challenges.
- Ability to navigate and resolve complex issues.
- Proficient in Google Workspace applications.
- Team-oriented with strong collaboration skills.
- Excellent verbal and written communication abilities.
- Willingness to travel domestically and internationally as needed.
- Capability to obtain Instructor certification in First Aid, CPR/AED, and Stop-the-Bleed.
- Availability to work 40 hours per week, with on-site requirements.
