Duties


This position is located in the Security and Emergency Preparedness Directorate (SEPD), Office of the Chief Operating Officer (COO), and reports directly to the Director of SEPD.

The incumbent provides technical guidance, leadership, security, and emergency preparedness related activities impacting the Library.

The position provides analyses of SEPD programs for the purpose of advising the SEPD Director with regards to policy direction, review, coordination, and prioritization of SEPD activities.

The incumbent analyzes, reviews and monitors mission critical issues, requiring a response and action by SEPD. The incumbent assesses program effectiveness and/or the improvement of program, management processes, and systems.

The incumbent is also a recognized functional expert in security and emergency preparedness, provides technical guidance, advice on the prioritization of SEPD's current, and future priorities.


This position requires a Top Secret/Sensitive Compartmented Information security clearance due to the role of the position in the agency.


Provides guidance and leadership to security and emergency preparedness projects and programs impacting the Library, but not limited to planning and developing major SEPD programs across multiple service units at the Library.

In conjunction with stakeholders, coordinates and directs the accomplishment of all functions comprising the program, encompassing difficult and diverse functions or issues that affect critical aspects of the program.

Establishes short- and long-range goals, current and future priorities, develops details plans for implementation, and oversees the implementation of goals.

Determines whether adjustments, and/or changes in objectives or emphases are needed in program components. Prepares and contributes to reports and other presentations on program planning and evaluation.

Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to long-range planning.

Integrates results of various studies and analyses into comprehensive briefings, reports, and technical papers. Identifies and proposes solutions to management programs which are of major importance to planning program directions.


Works with the SEPD Director and other Chief Operating Officer (COO) management to determine how SEPD defines and develops its view of the future, in particular with regards to data analytics, business optimization, and consolidates systems and shared services opportunities with other legislative branch agencies.

Recommends technical and strategic directions.

Incumbent provides expert analysis and advice on complex program issues, such as, the interrelationship with other programs and high-profile Library projects, to SEPD.

Identifies relevant issues based on the operational and program changes and requirements.


Collects and analyzes relevant operational and/or organization information from many varied unrelated sources, some of which are difficult to access.

Interprets and analyzes information developed and prepare written reports. Selects and/or devises suitable new analytical techniques appropriate to evaluate findings and make authoritative recommendations, to SEPD Director.

Ensures that SEPD fosters and maintains a high level of customer service, accountability, support, including but not limited to resolving management issues and communicating progress, problems, suggested solutions to service unit customers, and the SEPD Director.

Collaborates with division chiefs to write performance goals and risks for SEPD's directional plan.

Researches, writes reports or other working documents on complex program issues, and providing expert guidance and/or analysis on problems and issues.

Provides expert technical counsel and aid to the Director and senior managers on alternative resources and services meeting general and/or specific requirements, including translating program area needs and/or mission goals and objectives into major project/program plans or proposals.


Establishes and maintains liaison with SEPD's division chiefs, USCP, and other SEPD partners and on various management issues ensuring solutions to their problems and concerns.

Exercises a wide degree of independence and applies authoritative judgment in developing and maintaining relationships with various Library officials, other Federal agencies, and public and private organizations.

Collaborates in policy formulation and evaluates liaison activities for SEPD's programs.

Performs other duties as assigned.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, non-bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement

Qualifications


Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of program management principles, concepts, and evaluation methods. **Ability to analyze complex issues and develop strategic solutions. **Knowledge of Security and Emergency Preparedness.

**Ability to build and maintain relationships with individuals from a variety of backgrounds in order to provide consultation or liaison services.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
