Duties

This detail assignment will provide the opportunity to serve as a Data Analyst, in FEMA's National Exercise Division (NED), National Preparedness Directorate (NPD). NED works to ensure the Nation assesses its readiness and validates its capabilities to prevent, protect against, respond to, recover from, and mitigate all hazards through exercises conducted at all levels of government and throughout the whole community.

The work requires knowledge of data analytics and process development. The focus of this assignment is to support the implementation of NED's Data Strategy aimed to mature data management and analytics within the division; assist with designing and implementing business process improvement projects, particularly related to data and file management and systems supporting essential business functions. Experience in SharePoint Administration, Power Automate, Power Apps, and PowerBI is beneficial but not required.

- Conducting data collection, quantitative and qualitative analysis, dashboard and data visualization, report and briefing development, and identification of potential solutions.
- Performing project management functions including developing project schedules, planning and supporting meetings, developing supporting meeting products, writing clear and concise documents/reports, and coordinating meeting logistics.
- Supporting Federal projects and programs related to the preparedness policies and strategies including senior level exercises, evaluations, and assessments in a collaborative manner with partners.
- Coordinating with key stakeholders across Federal offices to understand available data and to provide context to analyses and recommendations.
- Acquiring the knowledge to leverage data to improve national preparedness across all five mission areas of prevention, protection, response, recovery, and mitigation.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation

    Qualifications

    Qualifications required:
  • Leading the qualitative and quantitative analysis of programs, and
  • Developing dashboards and data visualizations of program performance, and
  • Developing projects to include planning, data analysis and document development.

  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
