Position Overview:
As a Senior Program Analyst, you will play a pivotal role in orchestrating a nationwide initiative to guarantee that the U.S. energy sector is equipped to react to and recover from emergencies stemming from natural disasters, cyber threats, physical assaults, and other risks to energy infrastructure.

Key Responsibilities:
1. **Incident Response Leadership:**
Lead efforts in addressing network cybersecurity incidents and oversee Cyber Defense Incident response teams.

2. **Strategic Collaboration:**
Work closely with upper management to shape the overarching goals, objectives, and financial plans for the program, ensuring effective execution of approved budgets.

3. **Representation and Engagement:**
Act as a representative for the Department of Energy in various panels, meetings, conferences, and workshops, supporting CESER interests in collaborations with external entities and interagency groups.

4. **Team Supervision:**
Manage a team of highly skilled administrative analysts, ensuring compliance with federal regulations and DOE directives.

Employment Conditions:
- Must be a United States Citizen.
- Participation in the e-Verify program is required.

- Selected candidates may need to complete a probationary period.
- This position mandates physical attendance at the designated worksite, with a minimum of two days per pay period.
- A Financial Disclosure Statement must be submitted within 30 days of assuming the role and annually thereafter.
- First-time supervisors are required to complete a one-year probationary period.
- This role is classified as a Testing Designated Position (TDP), subject to applicant testing and random drug testing.
- A security clearance at the tier 5 level is necessary for this position.

Qualifications:
To qualify, candidates must demonstrate at least one year of specialized experience equivalent to the GS-14 level in federal service, which includes:
1. **Emergency Preparedness:**
Engagement in emergency preparedness activities such as response planning, training, and exercises to identify regional needs and energy security concerns.

2. **Analytical Skills:**
Ability to analyze and forecast changes in workloads, budgets, staffing levels, and training needs affecting organizational operations.

3. **Performance Management:**
Experience in developing performance standards, assigning tasks, evaluating employee performance, and providing guidance on professional development.
