Position Summary

We are looking for a seasoned Capture Manager who will concentrate on identifying and securing business opportunities within the US Federal Health sector. This role demands a principled approach to business acquisition, strong business insight, technical knowledge, and the ability to foster relationships with both internal and external stakeholders. The successful candidate will work closely with business development teams and management to ensure effective collaboration and negotiation.

The ideal candidate will take charge of formulating and implementing the overall capture strategy for designated pursuits. Responsibilities encompass managing the bid strategy, overseeing proposal development, assembling capture teams, and nurturing an ethical winning culture.

Key Responsibilities

  • Strategically guide capture initiatives by assessing resource needs and managing bid-related expenses throughout the acquisition process.
  • Analyze organizational strengths and weaknesses to direct solution development and create winning strategies. Engage with customers and partners to gain insights into market requirements and acquisition strategies.
  • Collaborate across departments to formulate technical, management, and pricing strategies.
  • Oversee multiple capture efforts concurrently, ensuring alignment with customer needs and competitive landscape.
  • Develop compelling win themes and strategies, securing commitments from industry partners to enhance win probability.
  • Facilitate communication and time management by leading executive reviews.
  • Co-lead proposal color team reviews to ensure adherence to established processes.

Essential Duties

  • Effectively communicate resource requirements and optimize resource allocation for successful captures.
  • Work alongside subject matter experts and functional leads to gather and validate customer requirements.
  • Evaluate competitive landscape and conduct assessments to identify strengths and weaknesses.
  • Transform requirements into actionable win strategies, ensuring strong value propositions.
  • Foster collaboration with internal teams and external partners to achieve operational excellence and customer satisfaction.
  • Identify and address gaps in strategies to mitigate risks.
  • Lead and document lessons learned from capture reviews and negotiations.
  • Manage a portfolio of opportunities, ensuring robust pipeline maintenance and deal progression.
  • Drive the development of essential bid artifacts and support proposal managers in creating compelling submissions.

Qualifications

  • Experience in government service with federal or civilian agencies.
  • Leadership capabilities to orchestrate significant capture activities and build effective teams.
  • Demonstrated success in capture management across various federal organizations.
  • Strong proposal development skills with a focus on executive communication.
  • Familiarity with pricing strategies across different contract types.
  • Ability to work independently while fostering collaborative relationships.
  • U.S. citizenship and eligibility for security clearance are required.

Required Skills:

  • Bachelor's degree in Health, Engineering, Science, or Business-related fields.
  • Extensive experience in leading captures within Health and IT sectors.
  • Willingness to travel as needed.
