Job Summary

We are seeking a highly experienced and skilled Senior Finance Manager to join our team at the Texas Department of Public Safety. As a key member of our finance division, you will be responsible for assisting with financial affairs, planning, and supervising the work of others.

Key Responsibilities
  • Direct the activities of Accounts Payable, Travel Payable, Credit Card Teams, Financial Reporting, Cash Receiving, and Payroll, ensuring compliance with state and federal laws, rules, and regulations.
  • Respond to requests from various state agencies and legislative entities, including the State Comptroller's Office, Governor's Office, Legislative Budget Board, and House Appropriations and Senate Finance Committees.
  • Assist with planning, organizing, and directing programs to control the financing of the Department's operations.
  • Coordinate with executive management and staff in the formulation and revision of Department policies.
  • Develop, establish, and implement goals and objectives consistent with the agency strategic plan.
  • Coordinate, plan, implement, and assist in the direction of fiscal functions, including accounting, budgeting, purchasing, processing, and approval of claims, and the preparation of financial reports.
  • Assist in establishing, installing, and directing the maintenance of efficient accounting systems for controlling, recording, and reporting transactions in various operating funds.
  • Coordinate with state and federal auditors to provide information for the single audit and other audit reports.
  • Oversee the preparation of periodic financial statements, analysis, and reports.
  • Serve on various state committees and participate in organizations concerned with state agency finance problems.
  • Plan, assign, and supervise the work of others.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.
Qualifications
  • Graduation from an accredited four-year college or university with major coursework in Accounting, Finance, Business Management, or a related degree.
  • Minimum of eight (8) years' experience performing in governmental accounting or management, with three (3) years in a supervisory capacity.
  • Valid driver's license and automobile insurance.
  • Knowledge of Federal, State, and Departmental policies, procedures, rules, and regulations.
  • Supervisory/Managerial/Leadership skills, including knowledge of management methods and principles, performance/productivity standards, and fiscal/budget management.
  • Accounting skills, including knowledge of generally accepted accounting and financial reporting principles and practices.
  • Technology skills, including proficiency with Microsoft Office and automated accounting systems.
  • Interpersonal skills, including ability to exercise poise, tact, diplomacy, and establish positive working relationships.
  • Analytical skills, including ability to analyze factors and elements in agency budget issues and identify alternative solutions.
  • Organizational skills, including ability to work effectively under changing priorities and plan and schedule work to accomplish objectives.
  • Presentation/Communication skills, including ability to construct and deliver clear, concise, and professional presentations.
  • Confidentiality and Protected Information, including ability to responsibly handle sensitive and confidential information.
  • Safety, including ability to work in a safe manner and comply with safety standards and best practices.
