Overview

The Office of Auditor of Accounts is dedicated to ensuring the integrity of Delaware taxpayer funds by investigating instances of fraud, waste, and abuse. The Casual Seasonal Research Analyst will play a pivotal role in assisting leadership to formulate a comprehensive plan for examining business practices within state agencies. This position encompasses a wide range of special projects, including but not limited to:

  • Conducting thorough policy research, focusing on current Delaware statutes, as well as laws and pending legislation from other states and the federal level.
  • Developing, outlining, and drafting a special report intended for public dissemination.
  • Collaborating with auditors, administrative personnel, and various stakeholders.
  • Crafting talking points for the State Auditor and their team.
  • Proposing legislative and regulatory solutions based on findings.

Key Responsibilities

The essential functions of this role are fundamental and shared across all positions within the classification series. They are not exhaustive but provide a framework for the types of duties expected:

  • Designing research methodologies and identifying necessary information, data sources, reliability, sampling techniques, and appropriate analytical methods.
  • Gathering and interpreting data for special projects.
  • Conducting literature reviews on relevant laws, previous research, and compiling pertinent statistics.
  • Preparing detailed analytical and statistical reports.
  • Reviewing relevant background materials such as legislation, administrative orders, and regulations.
  • Documenting research findings and offering recommendations for the implementation of new systems, procedures, or organizational adjustments.

Qualifications

Interested candidates should provide a resume that outlines their education, training, and experience relevant to the following qualifications:

  • A minimum of three years of experience in conducting evaluations of operations, programs, services, policies, and procedures to assess efficiency, effectiveness, and compliance with applicable laws and regulations.
  • At least three years of experience in descriptive statistics, including measures such as mean, median, mode, and standard deviation.
  • A minimum of three years of experience interpreting laws, regulations, standards, and policies.
  • Six months of experience in designing studies, including defining goals, identifying necessary information, and determining data collection methods.
  • Six months of experience making recommendations for operational, programmatic, or policy changes based on research findings.
  • Six months of experience in writing narrative reports.
  • Familiarity with inferential statistics, including correlation, t-tests, f-tests, or analysis of variance.
