BACKGROUND
The Battelle National Biodefense Institute (BNBI) operates the National Biodefense Analysis and Countermeasures Center (NBACC), a premier facility focused on safeguarding the nation from biological threats. This center plays a crucial role in supporting the Department of Homeland Security (DHS) and national biodefense strategies, including preparedness planning, response initiatives, and bioforensic analyses.

Established as a response to biodefense vulnerabilities identified after the Amerithrax incidents in 2001, NBACC has been pivotal in enhancing scientific understanding of biological agents that pose risks to public safety and national security. The center provides essential data to federal law enforcement for investigating biocrimes and protecting the U.S. bioeconomy.


NBACC Structure

NBACC comprises two specialized centers: the National Bioforensic Analysis Center (NBFAC), which focuses on technical analyses for federal investigations, and the National Biological Threat Characterization Center (NBTCC), dedicated to experimental studies that enhance understanding of biological hazards.

These centers collectively serve as a vital national asset for assessing risks associated with biological agents and emerging technologies, informing biodefense policies and operational capabilities.


PRIMARY FUNCTION

The role involves collaboration with a team of scientists within the NBFAC, working at Biosafety Levels 2, 3, and 4. Responsibilities include the development, evaluation, and optimization of immunoassays for detecting toxins and microorganisms, as well as isolating, identifying, and characterizing viruses.

Participation in casework related to viral culture and toxin detection from forensic samples is essential, adhering to ISO 17025 standards in support of federal partners.


MINIMUM REQUIRED QUALIFICATIONS
  • A PhD (or equivalent) in a relevant scientific discipline or engineering, with a minimum of 2 years of pertinent experience.
  • Experience in immunoassay development, toxinology, and/or virology is essential.
  • Strong oral and written communication skills are required.
  • Demonstrated organizational abilities and a history of effective teamwork.
  • Familiarity with biocontainment facilities, laboratory safety, and biosurety is advantageous.
  • Experience supporting laboratory operations in accordance with management systems (e.g., ISO) is preferred.
  • U.S. citizenship is mandatory, with the ability to obtain and maintain security clearances.
  • Participation in required health and safety programs is necessary.
  • Flexibility to engage in alternative work schedules may be required based on operational needs.

PRIMARY RESPONSIBILITIES
  • Develop and optimize methods for toxin and virus identification used in bioforensic analysis, including both traditional and flow cytometric immunoassays.
  • Conduct work with biological toxins and viruses in BSL-2, BSL-3, and BSL-4 laboratories, ensuring compliance with biosafety and quality assurance standards.
  • Assist in managing casework utilizing ISO 17025-accredited methods, maintaining laboratory readiness for viral culture and toxin detection.
  • Review analytical plans and reports, providing insights and interpretations of results while maintaining accurate records in a Laboratory Information Management System (LIMS).
  • Ensure compliance with regulatory requirements and operational capabilities of laboratory spaces, including maintaining select agent registrations and ISO 17025 accreditation.
  • Participate in the development and maintenance of the Quality Management System (QMS), ensuring proper quality control of NBFAC data.
  • Assist in project planning, budgeting, scheduling, and resource allocation for Virology and Immunology initiatives.
  • Exercise sound judgment in selecting methods and techniques for problem-solving.
  • Mentor junior staff and provide technical guidance as needed.
  • Engage in testing and evaluation of new technologies and protocols, contributing to the development of Standard Operating Procedures (SOPs) to enhance operational efficiency.
  • Identify and address deviations from the QMS, initiating corrective actions as necessary.
  • Provide analytical insights and interpretations, generating comprehensive reports.
  • Develop and validate new or modified laboratory methods and procedures.
  • Ensure staff competency in operating specific equipment and performing tests.
  • Maintain and evaluate laboratory records, ensuring proper management of equipment and supplies.
  • Direct and prioritize tasks for staff, providing technical expertise to facilitate work completion.
  • Demonstrate effective communication and teamwork, fostering a collaborative work environment.
  • Exhibit strong time management skills, maintaining composure under pressure while managing multiple tasks.
  • Act as a self-motivated individual, eager to learn and adapt to new challenges.
  • Maintain thorough documentation of all activities and responsibilities.
