JOB OVERVIEW

The City of New York's Department of Environmental Protection (DEP) is dedicated to safeguarding public health and the environment through the provision of clean drinking water, the management of wastewater, and the mitigation of pollution from air, noise, and hazardous materials. As the largest municipal water and wastewater utility in the United States, DEP employs nearly 6,000 professionals and delivers over 1.1 billion gallons of high-quality drinking water daily to approximately 9 million residents of New York City and over 1 million individuals in Upstate New York. Additionally, the agency manages the collection and treatment of an average of 1.3 billion gallons of wastewater each day.

This role falls under the Bureau of Water and Sewer Operations, which is responsible for the operation, maintenance, and protection of New York City's drinking water distribution, wastewater, and stormwater collection systems, as well as the preservation of adjacent waterways and natural drainage systems. The Bureau also oversees the development of the Department's Capital Water and Sewer Infrastructure Program.

We are currently looking for skilled and motivated individuals to join the Bluebelt section within our Capital Program Management group. The Bluebelt Program represents an innovative strategy for stormwater management, featuring a series of ecologically rich best management practices that complement traditional infrastructure. These systems integrate natural and engineered water features, such as streams, ponds, and wetlands, to effectively convey, store, filter, and manage stormwater, thereby preventing and alleviating flooding. The co-benefits of Bluebelts include the creation of open spaces with native vegetation that help reduce runoff, decrease pollution, and provide habitats for wildlife. DEP has successfully implemented the Bluebelt Program in Staten Island and is now expanding this initiative citywide.

KEY RESPONSIBILITIES

The selected candidate will oversee and lead the ecological resources team within the Bluebelt program, actively engaging in the research and development of stormwater management projects. This position provides an opportunity to leverage expertise in environmental science to tackle complex urban water management challenges and enhance drainage infrastructure. By contributing to the citywide sewer collection model and implementing sustainable stormwater management practices, the candidate will play a crucial role in improving the health and resilience of New York City's water resources and surrounding ecosystems.

The essential functions of the City Research Scientist include:

  1. Supervising and managing the ecological unit within the Bluebelt Program.
  2. Conducting comprehensive research and analysis to support the citywide Bluebelt expansion initiative, including data collection and interpretation related to environmental factors such as precipitation patterns, land use changes, and water quality indicators.
  3. Utilizing advanced statistical and modeling techniques to evaluate the impact of environmental stressors on the city's sewer systems and drainage infrastructure.
  4. Collaborating with interdisciplinary teams to integrate environmental science principles into the design and execution of Bluebelt best management strategies.
  5. Planning and conducting field studies to monitor environmental conditions and assess the effectiveness of stormwater management practices.
  6. Analyzing research findings to inform policy decisions and recommend evidence-based solutions for managing stormwater runoff and protecting water resources.
  7. Participating in feasibility studies for Bluebelt projects alongside staff and consultants.
  8. Conducting quantitative research to facilitate the expansion of the Bluebelt program into various boroughs.
  9. Reviewing design submissions from consultants and other governmental agencies.
  10. Overseeing the preparation and tracking of permit applications to regulatory agencies.
  11. Reviewing wetland mitigation and vegetative management plans in accordance with regulatory guidelines.
  12. Tracking land acquisition and preparing maps and cost estimates using GIS software.
  13. Preparing reports on contract status, permit approvals, and property acquisitions.

MINIMUM QUALIFICATIONS

To qualify for this position, candidates must possess a master's degree from an accredited institution in a relevant field of physical, biological, environmental science, or public health. For higher assignment levels, a doctorate degree in a related field and relevant experience in a supervisory or research capacity is required.
