To bolster this vital work, the administration has allocated $5 billion in new capital funding, raising the total planned investment in housing over the next decade to $22 billion, marking the largest commitment in the city's history.

HPD's Office of Policy & Strategy (OPS) utilizes its expertise to guide and support HPD and its various divisions in enhancing their impact, optimizing efficiency, and becoming more data-driven, compliance-focused, climate-resilient, and mission-oriented.
To achieve this, the Office of Policy & Strategy collaborates with staff and senior leadership across the Agency, as well as with representatives from other Agencies.
OPS accomplishes its mission through the delivery of rigorous data, policy, and financial analysis; technical and statistical research; compliance awareness and adherence; and innovative program visioning and design across all of HPD's operational areas.
The Office of Policy and Strategy consists of four key areas:- Strategic Operations and Analytics
- Housing Policy
- Credit and Valuation
- Sustainability
HPD's Chief Sustainability Office (CSO), integrated within HPD's Office of Policy and Strategy, advances policies and practices that enhance HPD's core objectives of healthy, safe, and affordable housing while furthering NYC's ambitious climate goals.
In this role, we aim to create opportunities for NYC's most vulnerable and historically marginalized communities to engage in and benefit equitably from the green economy while alleviating the burdens that disproportionately affect these populations.
We achieve this by developing design standards and policies that incorporate best practices in sustainability, resilience, and equity; building capacity for stakeholders to meet these standards; and monitoring and providing data on projects to ensure accountability to our climate, environmental justice, and fair housing objectives.

A Blueprint for Housing and Homelessness, HPD is dedicated to scaling up the equitable decarbonization and resilience of our housing stock through our policies, programs, and HPD's Design Guidelines.
Your Role:
The Lead Climate Policy Analyst, in collaboration with the Sustainability team, will focus on developing and overseeing the technical components of HPD's sustainability standards, policies, and programs, providing support to both internal and external stakeholders, and managing research and analytics necessary to evaluate external policies and aid in the development of HPD's sustainability initiatives.
Your Responsibilities:
The Lead Climate Policy Analyst will be responsible for:
- Executing the agency's climate initiatives by delivering technical analysis and guidance;
- Offering support and guidance to buildings and teams engaged in HPD's programs;
- Ensuring the integration and continuous enhancement of the Design Guidelines into the Department of Housing Preservation & Development's work scopes and protocols.
- Collaborating with internal and external partners to build capacity around low-carbon and climate-resilient buildings and developing protocols and policies to facilitate the decarbonization of the NYC housing stock.
- Identifying best practices from municipal, nonprofit, and private sector efforts nationwide;
- Providing feedback on other policy proposals to ensure alignment with the City of New York's climate agenda;
- Engaging in special initiatives related to sustainability, resilience, and housing across agencies;
- Acting as a liaison between HPD, sister agencies, and external climate advocacy organizations;
- Offering additional support to buildings in the HPD portfolio in compliance with Local Law 97 and other climate legislation.
Your Experience:
- Candidates with a bachelor's degree in Engineering, Architecture, Sustainability/Sustainability Management, or related fields are strongly preferred.
- A minimum of 5 years of experience in climate, sustainable building design, and/or sustainability management.
- Familiarity with green building standards, including LEED, Enterprise Green Communities, and Passive House.
- In-depth knowledge of new and emerging green and high-performance building systems and technologies, including HVAC, renewable energy systems, and high-performance/low-carbon building design.
- Understanding of non-energy criteria for healthy, resilient buildings – including embodied carbon and material safety.
- Knowledge of affordable and/or multifamily housing development and climate-related financing initiatives (specific experience with climate incentive programs and grants is a plus).
- Familiarity with NYC's building typologies, codes, and climate legislation.
- Ability to collaborate with professionals on technical and financial aspects of project and program development related to sustainability and climate resilience.
- Competence in researching and analyzing climate data.
- Strong project management capabilities.
- Quick learning ability.
- Excellent interpersonal and communication skills; a collaborative team player who can also drive initiatives independently and engage with external stakeholders.
- Proficiency in Microsoft Word and Excel software and strong writing and communication skills.
- Management experience is preferred, but not required.
- Work samples may be requested.
Minimum Qualifications:
- For Assignment Level I (only physical, biological and environmental sciences and public health): A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
