PGS, LLC, a leader in Program Management and Digital Transformation, is in search of a seasoned Financial Analyst to support a Department of Defense (DoD) client.

This role offers a hybrid work environment, requiring three days a week in the office.
The selected candidate will play a crucial role in financial oversight, budgeting, and providing technical support for various initiatives.

The individual will deliver expert financial management guidance to ensure effective program objective memorandum and budget submissions.

This position also encompasses financial assistance for specialized missions, strategic technical planning, and vision alignment in support of the Department of Defense (DoD).


Key Responsibilities:
Deliver comprehensive support to the organization's Planning, Programming, Budgeting, and Execution processes.
Offer strategic advice, alternatives, analysis, and technical insights regarding budget development.

Responsible for assisting programs by identifying, generating, and submitting budgetary requirements across various portfolios, including Operations & Maintenance (O&M), Procurement, and Research, Development, Test, and Evaluation (RDT&E) investment funds.

Support the collection and development of Program Objective Memorandum (POM) data, including mission requirement descriptions, funding baselines, unfunded requirements, and MFR evaluations.

Draft Program Objective Memorandum issues for Government Leadership review.
Assist in constructing defensible pricing for services throughout the budget cycle.
Define and document pricing structures that fully account for all associated costs.

Review and analyze documents to assess the stability of rates and their relationship with customer budgets, operational readiness, actual costs, and cost recovery.

Conduct financial data analysis related to operations, business performance, opportunities, and investments.

Perform tasks such as drafting Issue Papers, developing spend plans, collaborating with technical teams to define budget needs, and coordinating actions with other staff members.

Draft official correspondence for Government Leadership review.

Qualifications:


Advanced degree in a relevant field; or a bachelor's degree with a minimum of 5 years of pertinent professional experience.

Knowledge of the Office of the Secretary of Defense (OSD) Guidance, DoD Financial Management Regulation (FMR), and Office of Management and Budget (OMB) Circular No. A-11.

Familiarity with current DoD budgetary principles and their operational implications.
Understanding of the Program Objective Memorandum (POM) submission process within DoD organizations and/or Military services.
Experience with budget databases, including SNAP-IT.
Proficiency in writing and/or researching DoD Appropriations and budget documents.
Experience in executing DWCF and Appropriated funding.
Expertise in Microsoft Office Software and SharePoint.
Experience in drafting official public releases, strategy documents, and/or DoD communications is highly desirable.
Experience with IT or cyberspace activities programming within military services and/or DISA is also highly desirable.

Clearance Requirements:
Top Secret clearance is mandatory; must be SCI eligible.

Work Environment:
Hybrid role with a requirement for in-office presence three days a week.
