Position Title: Community Development Specialist

Hourly Rate: $19.93

Employment Type: Full-time

Key Responsibilities

As a Community Development Specialist, you will be responsible for:

  • Engaging with residents, contractors, developers, and financial institutions to facilitate community projects.
  • Conducting site assessments and coordinating project details for residential properties.
  • Applying knowledge of home rehabilitation processes.
  • Understanding Federal grant programs and housing development regulations.
  • Performing physical tasks, including lifting items up to 100 lbs.
  • Responding to public inquiries and directing them to appropriate personnel.
  • Handling administrative tasks related to Community Development Block Grant-funded initiatives.
  • Managing routine clerical duties, including phone inquiries and departmental correspondence.
  • Maintaining proficiency in Microsoft Office applications and demonstrating strong organizational skills.
  • Updating the Community Development Department's online presence as necessary.
  • Assisting in the procurement of departmental supplies and materials.
  • Operating office equipment as required.
  • Preparing advertisements for local and regional publications.
  • Composing and editing various documents, ensuring accuracy and completeness.
  • Establishing and maintaining a database of housing opportunities.
  • Scheduling appointments and performing additional clerical duties as needed.
  • Executing other assigned tasks as directed.
Required Skills and Qualifications

The ideal candidate will possess:

  • Experience in administering housing-related programs.
  • The ability to assess community housing needs and recommend appropriate city programs.
  • Expertise in preparing documents for HUD-required reports.
  • Knowledge of Federal Statutory Regulations.
  • Management skills for the Housing Resource Center and associated programs.
  • Ability to provide information on housing opportunities and city amenities.
  • Support for various community committees and commissions.
  • Experience in managing Community Development Block Grant funds and other related programs.
  • Skills in overseeing the Home Improvement Loan Program and related initiatives.
  • Ability to manage public assistance expenditures.
  • Experience in managing HOME funds and related programs.
  • Advocacy skills to assist residents in challenging situations.
  • Experience in managing volunteer programs and revitalization funds.
  • Technical skills in various software and data management systems.
Minimum Qualifications

The candidate must have:

  • Basic computer skills; experience with web management is a plus.
  • Proficiency in operating relevant tools and equipment.
  • Strong communication skills, both verbal and written.
  • Ability to handle stressful situations effectively.
  • Access to reliable transportation and a valid driver's license.
Education and Experience

A high school diploma is required; an associate's degree or higher in a related field is preferred, along with a minimum of four years of relevant administrative experience. Equivalent combinations of education and experience will be considered.
