Position Summary:

The Mayors Office of Management and Budget (OMB) serves as the primary financial agency for the City government. The OMB team of skilled analysts and professionals is responsible for developing and overseeing the mayor's expense and capital budgets, which finance the operations of approximately 90 City agencies and entities.

The Management and Operations Unit at OMB focuses on evaluating and enhancing the operational efficiency of both OMB and city agencies. Our mission is to proactively assess all facets of Citywide management, including agency performance, financial oversight, information technology, and procurement.

Role Description:

The Procurement Lead Specialist is crucial in directing and coordinating procurement initiatives to ensure the effective operation of various city departments, including the Mayors Office of Contract Services. Key responsibilities include leading procurement transformation efforts by utilizing expertise, negotiation skills, and market analysis to secure cost-effective and advantageous contracts, as well as managing all enterprise agreements.

Key Responsibilities:

  1. Procurement Management: Oversee the procurement lifecycle, including identifying sourcing requirements, selecting vendors, negotiating agreements, and ensuring timely delivery of products or services.
  2. Supplier Relations: Cultivate and sustain relationships with vendors, assess their performance, conduct audits, and address any arising issues or disputes.
  3. Strategic Sourcing: Formulate and execute sourcing strategies aimed at optimizing costs, enhancing quality, and mitigating risks. This may involve identifying alternative suppliers, analyzing market trends, and conducting supplier assessments.
  4. Contract Negotiation: Negotiate and finalize agreements with suppliers, ensuring favorable terms, pricing, and delivery timelines. This includes reviewing legal aspects and collaborating with legal teams as necessary.
  5. Budget Management: Monitor procurement budgets, track expenditures, and identify opportunities for cost savings through analysis and benchmarking.
  6. Inventory Coordination: Work with inventory teams to maintain optimal stock levels, reduce excess or obsolete inventory, and ensure efficient supply chain operations.
  7. Compliance and Risk Oversight: Ensure procurement activities adhere to applicable laws, regulations, and organizational policies. Manage risks associated with supply chain disruptions, vendor reliability, and quality assurance.
  8. Process Enhancement: Continuously assess and refine procurement processes, systems, and workflows to boost efficiency, minimize lead times, and streamline operations.
  9. Data Analysis and Reporting: Analyze procurement data, generate reports, and present key metrics and insights to management, including tracking supplier performance and cost savings.

Qualifications:

Demonstrated experience in procurement or purchasing, ideally in a leadership capacity within a public sector or governmental context.

In-depth knowledge of procurement principles, practices, and regulations.

Experience in negotiating and managing complex contracts.

Exceptional analytical, problem-solving, and decision-making skills.

Strong communication and interpersonal abilities to collaborate effectively with both internal and external stakeholders.

Proficiency in procurement software and tools, along with Microsoft Office Suite.

  2. Financial Analysis and Budgeting: Proficiency in financial analysis, cost management, and budgeting.
  3. Market Research and Supplier Evaluation: Expertise in conducting market research to identify and assess potential suppliers.
  4. Legal and Compliance Knowledge: Understanding of laws, regulations, and compliance requirements related to procurement.
  5. Supply Chain Management: Knowledge of supply chain principles, including inventory management and logistics.
  6. Technology and Software Skills: Proficiency in procurement software tools and familiarity with ERP systems.
