ABOUT THE POSITION


The CTO holds a key executive leadership role in ASTP/ONC and leads multiple cross-divisional technology initiatives with the OPDIVs and STAFFDIVs.

The CTO provides leadership in IT innovation and the application of technology in new ways to make HHS policies and programs more efficient.

The incumbent develops a documented vision to ensure the right technology infrastructures, policies, and services are put in place to drive innovative solutions at HHS.


The CTO supervises and provides guidance, oversight, and management to the HHS Chief Data Officer (CDO), the HHS Chief Artificial Intelligence Officer (CAIO), and also leads an HHS Director of Digital Services Division (DSD).

In this capacity, the CTO provides strategic direction to and conducts operational oversight of a wide range of high priority, high visibility initiatives.

The incumbent provides senior executive level, strategic, expert, and authoritative advice, consultation, and executive leadership in the following areas:

Leadership:


Provides vision and leadership for developing, implementing, and modernizing the HHS technology strategy in alignment with its overall business goals and objectives.

Leads the organization in identifying and evaluating emerging technologies and trends that can drive innovation and adapt to changing opportunities.


Policy and Strategic Planning:
Develops policy and strategic plans regarding technology, data, and AI in support of the HHS priorities and goals.

This includes strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, and architecture and infrastructure planning and management.


Technology Governance:


Provides recommendations and guidance to cross-functional teams to solve business and operational issues from product development and requirements determination to research, feasibility, and prototyping of new technology.

Reviews, evaluates, and recommends IT platforms, applications systems, databases, portals, web services, AI tools, and other technologies.

Collaboration:
Works closely with other executives, departments, and stakeholders to understand their technology needs and align technology solutions accordingly.

Provides strategic coordination with other executives and senior officials within the agency who are responsible for data management and protection to ensure that data needs are met.
