Classification: Exempt

Salary Range: $174,249,703.00

Reports To: President & CEO

Position Summary

The Chief Operating Officer (COO) serves as the principal advisor to the CEO, overseeing the operational strategies and policies that enhance the effectiveness of the Jacksonville Housing Authority. This role encompasses the management of key programs including the Housing Choice Voucher Program and Public Housing initiatives.

Key Responsibilities

  • Directing and supervising daily operations across various housing management sectors, including Public Housing and Rental Assistance Programs.
  • Overseeing administrative operations and ensuring alignment with organizational goals.
  • Collaborating with department leaders to identify operational needs and enhance overall performance.
  • Providing visionary leadership to ensure the sustainability of agency operations through strategic goal setting and interdepartmental collaboration.
  • Preparing comprehensive program analyses and policy documents for executive review.
  • Monitoring budget performance and collaborating with financial officers to review annual budgets.
  • Representing the agency in community engagements and maintaining relationships with external stakeholders.
  • Staying informed on public housing regulations and trends through continuous professional development.
  • Assisting in the strategic planning process to define long-term objectives for the agency.
  • Facilitating regular management meetings to assess progress and promote collaboration.
  • Establishing budgets for new real estate developments and ensuring operational readiness.
  • Engaging in financial performance reviews and market analysis to inform decision-making.
  • Fostering a positive organizational culture through effective communication and relationship-building.
  • Promoting compliance with industry standards and enhancing operational efficiencies.
  • Training staff on policies and procedures to minimize liability and maximize productivity.

Qualifications

Education: A Bachelor's degree in public administration, business management, or a related field is required; a Master's degree is preferred.

Experience: A minimum of ten years in a leadership role within property management, particularly in affordable housing, with a strong understanding of relevant regulations and financial management.
