Our U.S. Program (USP) aims to guarantee that all individuals in the U.S. have access to transformative opportunities, ensuring that race, ethnicity, and income do not dictate educational and economic success. • In Washington, improve the tools and practices of educators and caregivers to ensure equitable opportunities for all students.

Our USP Data Strategy aims to enhance the education-to-workforce data ecosystem, equipping practitioners and policymakers with the necessary insights to address critical questions regarding student progress and implement evidence-based reforms that equitably improve outcomes, particularly for marginalized students.

Your Responsibilities

As a vital member of the USP Data's Strategy, Planning & Management (SPM) team, the Senior Officer will oversee strategic and operational functions, including strategic planning, annual budgeting, investment management, business analysis, and the coordination of business strategies across the organization. This role requires effective engagement at all organizational levels, fostering collaboration with peers, partners, leaders, staff, and consultants while exercising sound judgment. You will guide the team to work rigorously towards achieving racial and socio-economic equity.

Key Duties
  • Lead a team in developing and managing strategic planning, investment, financial, and operational processes, encompassing the full investment development cycle, annual planning, strategy evaluation, decision support, and budget management.
  • Provide critical thought partnership to the Deputy Director for Strategy, Planning & Management and program strategy team, consulting with program leadership to optimize investment impact and enhance learning and collaboration.
  • Assist program leadership in translating strategic goals into coherent investment plans and ensure alignment of portfolio investments with defined outcomes.
  • Oversee grant and contract pipelines to manage budgets and generate accurate forecasts, establishing processes to monitor performance against key milestones.
  • Articulate strategy and progress narratives, including strategy reviews, initiative development, annual plans, and execution planning.
  • Facilitate process improvement efforts to enhance staff productivity and identify inefficiencies that hinder effectiveness.
  • Maintain connections with teams across the US Program and ensure alignment with cross-foundation operational initiatives.
  • Act as the primary liaison between the program and business partners regarding business processes and financial reporting.
  • Design and manage special projects to support team operations and programmatic investments.
  • Promote diverse, equitable, and inclusive practices to foster a work environment where everyone can contribute to our mission.

  • Ability to independently determine methods and processes, prioritize effectively, and balance strategic thinking with high-quality execution.
  • Capability to facilitate discussions, synthesize diverse viewpoints, and communicate key insights to varied audiences.
  • Experience in creating analytical models/tools and effectively communicating results for strategic decision-making.
  • Financial acumen, including budget development and operational management skills.
  • Excellent written and verbal communication skills, with the ability to synthesize information for diverse audiences.
  • A Bachelor's degree with 7+ years of relevant experience is required; an MBA or advanced degree in public administration, economics, or a related field is preferred.
