Description of Job

Please Note: This position has hybrid work arrangements. Employees are expected to report to the office at least 2 days a week. These arrangements are subject to change.

About this Unit:
The Division of Economic and Workforce Support is responsible for the ongoing implementation of various Adult Financial Assistance Programs, including the Colorado Works Program and the Supplemental Nutrition Assistance Program (SNAP). These programs aim to assist clients in achieving self-sufficiency and reducing dependency on government benefits through job preparation and workforce development services. The SNAP program provides federal resources to states to implement employment and training initiatives that help recipients gain or improve employment.

About this Position:
This role is crucial in overseeing the operations of the Employment First program, which is administered by county human services departments. The position supports the development of program delivery models within private and non-profit organizations to enhance services provided by county departments. Additionally, the position serves as a program lead, working with legislative bodies on initiatives affecting program operations and ensuring compliance with federal regulations.

Summary of Job Duties:

Legislative Interpretation and Development:
  • Responsible for policy analysis and development of rules, Federal and State statutes, and other policy guidance documents. Drafts State regulations to implement changes in Federal and State legislation. Reviews regulation and policy revisions for accuracy.
Systems Support:
  • Provides support specific to individual cases and projects, troubleshooting specific case information. Identifies discrepancies between systems and policy and develops solutions.
Employment First Program Lead:
  • Provides guidance and support to team members responsible for Employment First policy implementation, ensuring quality work and compliance with performance measures.
Program Compliance:
  • Develops and maintains a program oversight plan, including case file reviews and management evaluations. Prepares and submits required reports specific to Employment First.
Other Duties as Assigned:
  • Performs other duties as assigned.
Minimum Qualifications:

MINIMUM QUALIFICATIONS:
  • Seven (7) years of relevant experience in non-profit or government sectors.
OR

Option 2 - Education and Experience:
  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.
Substitutions:
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.
Preferred Qualifications:
  • Experience in project management, proficiency with the Colorado Benefit Management System (CBMS), and experience implementing workforce development programs.
