About the Division:

The Division of Economic and Workforce Support oversees the implementation of various Adult Financial Assistance Programs, including the Colorado Works Program, Colorado Refugee Services Program, Employment First, and additional workforce development initiatives.

This division provides supervision to county human services departments in the administration of these programs, ensuring adherence to Federal and State laws and regulations.


Role Responsibilities:

The Public and Private Partnership team plays a crucial role in offering State supervision, which encompasses training on policies and procedures, effective case management skills, technical assistance, monitoring, financial distribution, reporting, policy drafting, and automated system support for Employment First program operators.


Key Duties:

Policy Development and Legislative Analysis: Responsible for analyzing and developing policies, rules, and guidance documents in accordance with Federal and State statutes. This includes interpreting Federal regulations that impact the Employment First program and drafting State regulations to align with legislative changes.

Systems Support: Provides specialized support for the Colorado Benefits Management System (CBMS) related to individual cases or projects, including troubleshooting specific inquiries.

Leadership in Employment First Program: Offers guidance and functional supervision to two positions tasked with implementing Employment First policies and workforce development strategies.

Program Oversight: Develops a comprehensive program oversight plan, which includes conducting case file reviews and management evaluations.

Additional Responsibilities: Performs other duties as assigned.

Minimum Qualifications:

Option 1 - Experience: A minimum of seven (7) years of relevant experience in non-profit or governmental sectors.
OR
Option 2 - Education and Experience: A combination of related education and/or relevant experience totaling seven (7) years.


Substitutions:

Additional relevant education may substitute for required experience on a year-for-year basis.


Preferred Qualifications:

Experience in project management and/or change management is highly desirable.


Employment Conditions:

Standard background checks, including name checks, TRAILS, CMS, and JBITS, will be conducted.
