Job Description

This is a challenging and rewarding position in the Adult Protective Services (APS) Unit of the City of Chesapeake. As a Family Services Specialist III, you will be responsible for supervising a team of staff and maintaining a caseload of high-trauma cases involving abused and neglected adults.

The APS Unit is a state-mandated program responsible for investigating reports of abuse, neglect, or exploitation of vulnerable adults. Our team works closely with a variety of professionals, including physicians, law enforcement officers, and the circuit court, to protect victims and ensure their safety.

As a lead position, you will be responsible for a range of duties, including:

  • Providing administrative and supervisory oversight of staff to ensure quality casework and adherence to policies.
  • Renderring specialized and difficult casework services, which may require a smaller caseload.
  • Providing crisis intervention in potentially dangerous situations.
  • Monitoring staff and case review to ensure ongoing reassessment of client need, service efficacy, and appropriate revision of the case plan.
  • Interviewing victims, perpetrators, and collaterals.
  • Determining whether the adult is in need of protective services.
  • Assessing service needs to ensure the safety and protection of the adult.
  • Preparing and staffing investigations for disposition.
  • Engaging in the provision of services to stop and prevent further abuse.
  • Documenting the investigation and the need for protective services into the state system.
  • Initiating legal actions, such as petitions for guardianship, conservatorship, and protective orders, to protect the incapacitated person or their assets from abuse, neglect, or exploitation.
  • Performing after-hours on-call duty for Child Welfare and Adult Protective Services.

Required Qualifications:

VOCATIONAL/EDUCATIONAL REQUIREMENT:

To be considered for this position, applicants must possess a minimum of a bachelor's degree in a human services field, including social work, rehabilitation counseling, psychology, or a related field. Alternatively, applicants may possess a bachelor's degree in any field accompanied by a minimum of two years of related experience in a human services area.

EXPERIENCE REQUIREMENT:

In addition to satisfying the vocational/educational standards, this position requires a minimum of four years of related experience.

SPECIAL CERTIFICATIONS AND LICENSES:

A valid driver's license and a driving record in compliance with state regulations are required.

SPECIAL REQUIREMENT:

Emergency duty (on-call) participation is required to comply with mandated responsibilities.

Preferred Qualifications:
  • Two years of experience conducting Adult Protective Services investigations.
  • Knowledge of APS-Peer Place system.
  • Ability to monitor, coordinate, and administer specific assigned programs.
  • Supervisory experience, including supervising social workers, assistants, and other staff.
