The Family Services Specialist I role is designed for individuals at the entry level, working under close guidance while gaining expertise in various program areas, including Adult/Adult Protective Services, Child Protective Services, Foster Care/Adoption, Child Care, and Employment Services. Employees engage in routine to intermediate casework tasks, with their actions typically reviewed by a supervisor before implementation. Upon successful completion of the training program and receipt of necessary approvals, the employee may advance to a Family Services Specialist II role, becoming eligible for a salary increase as outlined by the local agency's compensation framework. Distinctions: The Family Services Specialist I is differentiated from the Family Services Specialist II by the latter's capacity to operate more autonomously as a fully qualified Family Services Specialist. Key Responsibilities (Illustrative Only): Interprets relevant laws, policies, and regulations pertaining to specific responsibilities; Monitors, coordinates, and administers assigned programs; Facilitates services within designated areas of responsibility; Conducts interviews and assesses client needs along with other pertinent factors such as education, skills, abilities, interests, and support systems; Informs clients about related service programs, rules, regulations, and their rights to participate; Presents cases to determine suitable services and develops/implements service plans; Provides case management services to ensure compliance; Manages program waiting lists; Tracks expenditures, prepares and submits budget estimates, and ensures payment for services; Completes necessary federal, state, and local planning and reporting requirements; Collaborates with other agencies and participates in multidisciplinary and interagency teams to provide services to clients; Conducts overall monitoring of programs within specific areas of responsibility; Acts as a resource for clients and the community in their area of expertise; Provides after-hours on-call support and responds to emergencies in child/adult protective services and/or foster care. Knowledge, Skills, and Abilities: Knowledge: Basic understanding of social work principles and practices, human behavior, and motivational theories, as well as social, economic, and health issues. Skills: Proficiency in operating a motor vehicle and personal computer with relevant software. Abilities: Demonstrated capability to communicate effectively both verbally and in writing; interview, assess needs, counsel, and refer clients to appropriate resources; develop and implement service plans to ensure the delivery of suitable services to clients; make sound judgments within the framework of existing laws, policies, and regulations; respond to clients' emotions to achieve service objectives; manage personal work activities, including service delivery, report preparation, and record-keeping responsibilities; establish and maintain effective relationships; and stay informed about current trends and developments in the social work field. Education and Experience: A minimum of a Bachelor's degree in a Human Services field or a Bachelor's degree in any discipline with at least two years of relevant experience in a Human Services area as mandated by the applicable regulations. Possession of a BSW or MSW degree and a Social Worker license from the Commonwealth of Virginia is preferred. Minimum Qualifications: To be considered for vacancies in the Family Services Specialist job series, applicants must meet the qualifications outlined in either (1) or (2) below:1) A minimum of a bachelor's degree in the human services field, including Social Work, Rehabilitation Counseling, Psychology, Clinical Psychology, Counseling Psychology, Counseling and Guidance, Counselor Education, Human Services, Sociology, Family and Child Development, Aging Studies, Gerontology, Criminal Justice with a minor in one of the above studies, or other related degrees as determined by the Department of Human Resources based on curriculum similarity.
2) A minimum of a bachelor's degree in any field accompanied by at least two years of relevant, full-time equivalent experience in a human services-related area.
To be eligible for promotion, individuals currently employed in the Family Services Specialist job series by a local department prior to the specified cutoff must possess four years of relevant experience in a human services area and must have successfully completed all available competency-based training related to the promotional area.
Preferred Qualifications:
Experience in drafting court documents such as court reports, Emergency Removal, and Protective Order affidavits.
Experience in interviewing individuals to gather detailed information and producing clear, comprehensive written documents based on the information obtained.
Willingness to work Emergency Duty shifts as assigned.
Current employment with the Virginia Department of Social Services (VDSS).
Prior experience with VDSS in Child Welfare.
Six months of experience in Child Welfare.
Familiarity with OASIS and/or Peer Place.
Strong typing and data entry skills, with the ability to adhere to 24-hour case documentation requirements.
Excellent customer service skills.
Special Requirements: Participation in Emergency Duty (On-Call) is mandatory to comply with mandated responsibilities. Employees may be required to work beyond their normal hours in response to short-term departmental needs and/or city-wide emergencies.
