Job Summary

Key Responsibilities
  • Provide administrative and programmatic supervision to staff, ensuring that they have the necessary resources and support to perform their duties effectively.
  • Review case management plans to ensure that they meet the highest standards of quality and compliance.

  • Interpret regulation, policy, and other program information changes to staff, providing guidance and support as needed.
  • Determine staffing needs and make recommendations to management, ensuring that our team has the necessary resources to meet the needs of our clients.
  • Maintain records and prepare regular and special reports, providing data and insights to inform decision-making.
  • Participate in developing and implementing agency administrative policy, ensuring that it is aligned with state and federal regulations.
  • Make decisions on controversial cases or present them for higher-level action, ensuring that our clients receive fair and equitable treatment.
  • Authorize emergency assistance for applicants/recipients, providing critical support in times of need.
  • Serve in a liaison capacity to other agencies and groups, building relationships and partnerships to support our clients.
  • Monitor program expenditures, ensuring that we are using our resources effectively and efficiently.
  • Meet with community groups to discuss programs and resources, developing and maintaining cooperative relationships with public and private entities.
Requirements
  • Considerable knowledge of current social, economic, and health issues and trends, as well as principles and practices of effective supervision.
  • Working knowledge of computer systems and standard office software, including the state Department of Social Services human services systems.
  • Skill in operating a personal computer and associated office and agency software.
  • Demonstrated ability to work effectively with others, work independently, and supervise and train others to deal effectively with the public.
  • Ability to plan and manage work effectively, communicate effectively both orally and in writing, interpret laws, policies, and regulations, and make decisions based thereon.
  • Ability to plan and supervise work activities, including service delivery, training, recordkeeping duties, and organizational operations.
  • Ability to develop and maintain good working relations with internal and external customers.
  • Ability to evaluate financial assistance programs and make recommendations for improvement.
Education and Experience

Requires any combination of education and experience equivalent to a bachelor's degree in accounting, sociology, psychology, or a closely related field. In addition to satisfying the vocational/education standards, this position requires a minimum of four years of related, full-time equivalent experience.

Preferred Qualifications
  • Extensive knowledge of the Families and Children Medicaid, Aged Blind and Disabled Medicaid (ABD), and SNAP programs.
  • A minimum of two years of recent experience in Virginia working with VaCMS.
  • Five to seven years of current Virginia Benefit Programs supervision.
  • Two years of experience with VaCMS and direct customer service experience.
  • Experience using the Rushmore Monitoring system, experience monitoring SNAP Apptrack, and experience with the TANF program.
Special Requirements

Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
