Position Overview

*The selected candidate will receive a competitive salary ranging from $79,000 to $91,768.00.

*It is essential for candidates to participate in and successfully complete the upcoming open competitive examination for the civil service title to maintain their position when the eligibility list is established. Permanent Child and Family Specialists are highly encouraged to apply.

The Administration for Children's Services (ACS) is responsible for a variety of community-based services, including foster care and subsidized childcare vouchers. ACS child protection personnel respond to reports of child maltreatment, while in juvenile justice, ACS oversees youth detention, placement, and community programs.

The Office of Family Team Conferencing primarily focuses on facilitating a series of conferences and related responsibilities to support best practices in Child Protection. This may involve processing out-of-home foster care placements for children deemed unsafe or at risk in their current environment.

The Child and Family Conferencing candidate will undertake responsibilities including, but not limited to:

  • Facilitating all scheduled Family Team Conferences (FTC) with an emphasis on child safety, risk assessment, well-being, and family support, ensuring that placement and discharge decisions align with the commitments and values of Children's Services.

  • Addressing critical issues and concerns raised by children, families, provider agencies, divisional partners, and Family Court during these conferences.
  • Utilizing a collaborative decision-making process involving key stakeholders, including children, families, service providers, and community resources, and making appropriate recommendations for referrals and resources.

  • Completing necessary administrative tasks, including timely documentation of conferences, data collection, action plans, and all reports related to Family Team Conferencing.
  • Preparing Expedited Home Study packages with kinship resources in the community.
  • Requesting necessary items to support children in kinship care and managing emergency funds for kin resources.
  • Collaborating with interagency support resources to identify critical issues and barriers affecting children's safety.

  • Providing case conferencing and consultation to review and ensure the appropriateness of decisions and service plans, while consulting with legal representatives regarding case status and relevant court orders.

  • Conducting conferences within the family's natural community when deemed appropriate and safe.

Qualifications

A Master's Degree in Social Work from an accredited institution is required, along with:

  • A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) and at least one year of full-time, satisfactory post-graduate experience in relevant practice areas.
  • A valid New York State Registration as a Licensed Master of Social Work (LMSW) with at least three years of the required experience, including supervision of relevant practice areas.
  • At least three years of relevant experience, with the requirement to obtain LCSW or LMSW within one year of appointment.

Note:

Employees must obtain their LCSW or LMSW within one year of appointment, or their probationary period may be extended, with potential dismissal for non-compliance.
