About the Position

The Commonwealth of Virginia is seeking a highly skilled and experienced Program Consultant Senior to join our team in the Division of Compliance, Fraud Management Department. As a key member of our team, you will be responsible for performing analytical work to process statewide social service program expenditures for Federal reimbursement in compliance with all rules and regulations accurately and optimally.

Key Responsibilities
  • Analyze existing processes and develop technology-based process improvement strategies to enhance fraud management and compliance.
  • Design, develop, and implement data-driven solutions to improve program efficiency and effectiveness.
  • Collaborate with stakeholders to gather data, identify trends, and develop recommendations for process improvements.
  • Develop and maintain existing processes, including data analysis, modeling, reporting, and database development.
  • Ensure administrative activities, project tracking, and reporting are completed accurately and on time.
  • Coordinate and monitor the agency's annual budget and spending related to major projects and special funding arrangements.
Requirements
  • Proven experience in project administration practices and methodology.
  • Ability to proofread documents and reports, and make corrections and recommendations.
  • Significant knowledge of investigative techniques, public assistance programs, legal proceedings, collection methods, program policies and regulations, fraud-related terminology, basic human behavior, social problems and resources, and databases and reports related to assistance and fraud programs.
  • Experience improving business and technical processes.
  • Ability to gather, organize, and present statistical and financial information derived from a variety of sources and software systems.
  • Extensive experience in Microsoft Office Applications (Excel, Word, and Access) and Google Suite.
  • Ability to communicate effectively, both orally and in writing, with all internal and external partners, customers, and diverse staff.
Preferred Qualifications
  • Knowledge of or relevant work experience or training in Business Administration, Public Administration, or a related field.
  • Working knowledge of budget development and monitoring.
  • Experience in applying and interpreting complex federal and state statutes, regulations, policies and procedures governing social services.
  • Experience with state government budgeting practices and procedures.
  • Work experience using a computerized tracking system for storage and retrieval of information or data.
  • Work experience coordinating and managing complex projects and assignments with minimal supervision.
  • Advanced experience using Microsoft Excel to perform complex data analysis.
