Human Resources Deputy Director

Job Summary
The City of Alexandria Virginia seeks a highly skilled Deputy Human Resources Director to support the Director of Human Resources in overseeing the HR department's functions. This key member of the HR leadership team will be responsible for planning and organizing major functional programs, including Classification and Compensation, Employment, Employee Relations and Development, and Benefits and Systems. The ideal candidate will have a Bachelor's Degree and five years of management experience in Human Resources, or an equivalent combination of experience and training.
Key Responsibilities
• Manages the day-to-day activities of Classification and Compensation, HRIS, and benefits
• Evaluates operational effectiveness and develops modifications to policies, programs, and operations
• Ensures the mission of the Division is carried out, including monitoring the quality of work and ensuring timely completion
• Develops metrics to track performance and targeted goals and strategic plans
• Prepares and presents executive briefings and trainings for City staff and executive leadership
• Provides management/leadership, coaching assistance, and professional development to staff
• Collaborates with supervisors, senior managers, and outside consultants to explore and implement best recruitment processes and other functional areas
• Serves as a member of the Senior Management Group, conveying and ensuring City-wide initiatives are carried out
• Maintains a flexible compensation and classification system
• Monitors contracts, vendors, and payments to ensure budgetary and financial guidelines are met
Requirements
• Thorough knowledge of public human resources administration, including position classification and compensation, recruitment and referral, employee relations, employee development and training, and records systems and benefits administration
• Thorough knowledge of human resources policies, administrative regulations, and human resources procedures
• Ability to organize, plan, supervise, and review the work of others
• Ability to present ideas and recommendations clearly and effectively, both verbally and in writing
• Ability to accomplish assigned responsibilities with a minimum of supervision
• Ability to apply technical knowledge to varied and complex circumstances
• Ability to prepare clear and concise reports
