Role Summary: The Security Operations Manager will oversee the processing and evaluation of personnel security clearances while ensuring the maintenance of all security-related documentation, files, and clearance rosters in compliance with government standards. The ideal candidate will possess a comprehensive understanding of the National Industrial Security Program Operating Manual (NISPOM) and general security protocols applicable to Department of Defense (DOD) and other federal entities.

Key Responsibilities:

  • Develop and refine security plans, protocols, and operational instructions.
  • Ensure all security documentation and records are maintained in alignment with Defense Security Service (DSS) requirements.
  • Provide security assistance to Human Resources, Contracts, and Proposal teams.
  • Conduct and document security briefings for new hires, as well as exit interviews and debriefings.
  • Investigate and report any security breaches or incidents.
  • Guide personnel on their reporting obligations, including personal, administrative, and compliance-related reports.
  • Maintain effective communication with DSS and other federal agencies, as well as security offices for each contract regarding employee clearances and suitability assessments.
  • Supervise daily security operations and enforce adherence to government and company security regulations.
  • Design and implement annual refresher training programs, including the preparation of necessary documentation for DSS audits.
  • Interpret government regulations to facilitate the development and execution of security plans and procedures.
  • Manage personnel security clearance processes, including coordinating initial clearance submissions and periodic reinvestigations, providing guidance to staff on completing security documentation, and ensuring the collection of fingerprints for initial clearance candidates.
  • Provide updates on clearance status to management for specific contracts.

Qualifications:

  • Bachelor's degree required.
  • A minimum of 6 years of experience in the security domain.
  • At least 3 years of experience as an Assistant Facility Security Officer (AFSO) or Facility Security Officer (FSO).
  • In-depth knowledge of government security and information assurance processes.
  • Familiarity with Defense Information System for Security (DISS), National Industrial Security System (NISS), and Electronic Questionnaires for Investigations Processing (e-QIP).
  • Ability to communicate effectively with corporate executives to provide status updates, ensure compliance with NISPOM standards, and address security-related inquiries.
