Security Operations Manager (NGA)

Role Summary:


EMCOR Government Services is in search of a Security Operations Manager (SOM) to act as the primary point of contact for contractor security issues in support of contract activities.

The SOM will collaborate with a dedicated team of professionals to deliver a variety of operational support services, including facility management, maintenance, workforce security, logistics, and project oversight across various locations.


This role is contingent upon contract award.
Key Responsibilities:

Oversee all contractor security functions, including: Formulating and executing security policies and protocols to safeguard personnel, facilities, and assets.

Conduct security assessments to identify and address potential risks.

Coordinate with security personnel, law enforcement, and emergency services to ensure compliance with applicable laws and policies.

Provide security training for staff, focusing on emergency response and prevention strategies.
Manage access control systems, including identification badges and electronic access.
Investigate security incidents and compile reports detailing findings and recommendations.


Work closely with clients to understand their security needs and communicate these requirements to the contract team.

Foster and maintain effective relationships with clients to promote mutual business benefits.

Identify opportunities to enhance security practices and ensure compliance with legal and agency policies.

Proactively seek client feedback, participate in meetings, submit reports, and assist internal and external audits.
Qualifications:
Active Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.

Current Facility Security Officer (FSO) certification from the Defense Counterintelligence and Security Agency (DCSA) or equivalent certification from another federal agency.

Department of Defense (DoD) Security Professional Education Development (SPeD) certification is advantageous.

Demonstrated experience across various security disciplines, including personnel, physical, operational, industrial, communications, and information security. Familiarity with communications security (COMSEC) is a plus.

A minimum of 5 years of experience in a security management role, with at least 2 years in a Sensitive Compartmented Information Facility (SCIF) environment.

Comprehensive understanding of the National Industrial Security Program Operating Manual (NISPOM) and relevant Director of National Intelligence (DNI) security policies.

Proven knowledge of security applications and systems, including the Defense Industrial Security System (DISS), Scattered Castles, National Background Information System (NBIS), and National Industrial Security System (NISS).

Experience in preparing DD Form 254s, conducting security briefings, and managing clearance processes.
Strong leadership, management, interpersonal, analytical, and communication skills (both oral and written).
Ability to thrive in a diverse, dynamic environment with short-notice tasks and high-pressure situations.
Experience managing personnel, including subcontractor staff, and working with labor unions under the Service Contract Act.
Proven ability to maintain confidentiality and manage sensitive information.
Familiarity with the ARCHIBUS Computerized Maintenance Management System (CMMS) is preferred.

A bachelor's degree in Security Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or a related field is highly desirable.
