Overview

Mission-Driven Security Operations - At the Transportation Security Administration, you will engage in a critical role to uphold the safety and security of the American public. Position Details

This Supervisory Budget Analyst role is situated within the Enterprise Support (ES) sector of Operations Management (OM) at the Transportation Security Administration, part of the Department of Homeland Security (DHS). Key responsibilities include but are not limited to:
  • Formulating or overseeing the creation of comprehensive budgetary strategies, policies, and systems to execute high-level financial management directives, while serving as a primary liaison for external stakeholders regarding budgetary policies and procedures. Collaborating with key internal and external representatives to ensure effective implementation of approved programs aligned with operational requirements.
  • Guaranteeing the thorough development and prompt dissemination of resource management directives (e.g., program and budget guidance) to all organizational components, with the authority to establish new policies or procedures. Managing the fiscal year budget preparation and execution, compiling annual operational plans and regular reports for submission to relevant governmental bodies, and assessing the implications of budgetary decisions on program office budgets.
  • Supervising the execution of sanctioned budgets and programs, reviewing and recommending corrective measures when actual budget performance diverges from planned allocations. Keeping senior management informed about financial operations and mission achievements, while analyzing current and future funding scenarios and adjusting year-end expenditures accordingly.
  • Setting performance benchmarks, assessing staff performance, suggesting training and development opportunities, and recognizing exemplary performance.
  • Throughout all budgetary phases, preparing and delivering program and budget presentations to senior officials, representing the program office in high-level budget discussions, and potentially providing expert testimony before congressional committees. Planning and managing procurement programs for goods and services, considering technical, budgetary, regulatory, and political factors.
  • Exercising comprehensive supervisory and personnel management responsibilities, including developing job descriptions and assigning tasks based on priorities and employee capabilities. Coordinating and evaluating team members' work to ensure a balanced workload and timely responses to assigned tasks.
Qualifications

Eligibility Criteria

  1. U.S. Citizenship or U.S. National status is required.
  2. Minimum age of 18 at the time of application.
  3. Completion of a favorable Background Investigation (BI).
  4. Selective Service registration is mandatory.
  5. Ability to obtain and maintain a Secret Clearance.


Experience Requirements

To qualify for the SV-K Pay Band (equivalent to GS-15), candidates must possess one year of specialized experience at the SV-J level (equivalent to GS-14) in the Federal service or equivalent experience in the private sector. Specialized experience includes:
  • Expertise in overseeing a full spectrum of budgetary functions related to all phases of the budget process (e.g., formulation, presentation, execution).
  • Experience in developing and implementing budgetary policies that impact major program financing and execution.
  • Proficiency in communicating with senior executives and high-level officials regarding strategic budget planning and formulation activities.
