Position Overview
The City of Torrance is seeking an Assistant Engineer to join the Engineering Division within the Public Works Department.

Department Overview
The Public Works Department is a proactive organization that adapts to the evolving needs of the Torrance community, delivering high-quality and dependable services. With over 200 dedicated employees across five divisions, the department focuses on enhancing and maintaining the City’s infrastructure, including streets, sidewalks, landscaping, traffic signals, sewers, waste management, and water systems.

Division Overview
The Engineering Division plays a crucial role in the planning and execution of various infrastructure projects outlined in the City’s multi-year Capital Improvement Program (CIP). Responsibilities include project planning and budgeting, securing external funding, engineering design, public bidding administration, and construction oversight. Additionally, the division manages traffic engineering services, including conducting traffic studies and implementing improvements to traffic signals and signage in accordance with state regulations.

Key Responsibilities
The Assistant Engineer will apply civil engineering principles to support the Public Works Department’s mission of delivering exceptional public service. Key responsibilities include:
  • Creating and developing engineering plans, specifications, cost estimates, and legal documents while ensuring compliance with local and state regulations;
  • Maintaining organized and current project documentation;
  • Preparing correspondence, reports, and other necessary documentation;
  • Addressing public inquiries and resolving issues effectively;
  • Presenting reports and agenda items to relevant city authorities;
  • Coordinating projects with other city departments and external agencies;
  • Supervising and mentoring junior engineering staff;
  • Staying informed about advancements in engineering practices and regulations.


Qualifications
Education and Experience
A combination of education and experience that provides the necessary knowledge and skills is required. Typically, this includes:

Graduation from an accredited college or university with a Bachelor’s degree in civil engineering, along with one to two years of relevant engineering experience; or possession of a valid Engineer-in-Training certificate and four years of significant engineering experience.

Licenses and Certifications
Candidates must possess a valid California State driver’s license. A certificate of registration from the California State Board of Registration for Civil and Professional Engineers is preferred.

  • Strong understanding of civil engineering principles;
  • Excellent organizational and self-management skills;
  • Proficiency in Microsoft Office Suite and AutoCAD;
  • Ability to foster positive relationships with colleagues, contractors, and the public;
  • Strong communication skills, both verbal and written.
