About the Department
The Public Works Department is a vital entity that adapts to the evolving needs of the Torrance community, delivering high-quality and dependable services.

This department comprises over 200 professionals across five divisions, all working collaboratively to enhance and maintain the City’s infrastructure, including streets, sidewalks, landscaping, traffic systems, waste management, and water services.

About the Engineering Division
The Engineering Division is tasked with the planning and execution of various infrastructure initiatives outlined in the City’s multi-year Capital Improvement Program (CIP).

Key Responsibilities
The Civil Engineering Associate will apply engineering principles to support the Public Works Department's mission, which includes:

  • Designing and developing engineering plans, specifications, and cost estimates while ensuring compliance with local and state regulations.
  • Maintaining organized project documentation and files.
  • Preparing reports and general correspondence as necessary.
  • Addressing public inquiries and resolving issues effectively.
  • Collaborating with other departments and agencies to coordinate projects.
  • Overseeing the work of junior engineering staff and assisting in their training.
  • Staying updated on current engineering practices and technologies relevant to municipal projects.

Qualifications
Applicants should possess a Bachelor's degree in civil engineering or a related field, along with relevant professional experience. A valid Engineer-in-Training certificate is preferred.
