Position Overview

The City of Torrance is seeking an Assistant Engineer to join the Engineering Division within the Public Works Department.

Department Overview
The Public Works Department is a proactive organization that adapts to the evolving needs of the Torrance community, delivering quality services to the public. Comprising over 200 employees across five divisions, the department enhances and maintains the City’s infrastructure, including streets, sidewalks, landscaping, traffic signals, sewers, waste collection, and water systems.

Division Overview
The Engineering Division is tasked with the planning and execution of various infrastructure projects outlined in the City’s multi-year Capital Improvement Program (CIP). Responsibilities include project planning and budgeting, securing external funding, engineering design, public bidding administration, and construction management. The Division also provides traffic engineering services, conducting traffic studies, managing traffic signal systems, and implementing traffic improvements in accordance with state standards.

Key Responsibilities
The Assistant Engineer will apply civil engineering principles to support the Public Works Department’s mission, focusing on delivering high-quality public service. Key responsibilities include:
  • Designing and developing engineering plans, specifications, cost estimates, and legal descriptions, ensuring compliance with local and state regulations;
  • Maintaining accurate project documentation;
  • Preparing reports, correspondence, and other required documentation;
  • Addressing public inquiries and resolving issues;
  • Presenting reports and agenda items to relevant city bodies;
  • Coordinating projects with other departments and agencies;
  • Supervising and mentoring junior engineering staff;
  • Staying updated on current engineering practices and regulations.


Qualifications

Education and Experience
A combination of education and experience that provides the required knowledge and skills is essential. Typically, candidates will possess:

Graduation from an accredited college or university with a Bachelor’s degree in civil engineering, along with one to two years of relevant engineering experience; or a valid Engineer-in-Training certificate coupled with four years of responsible engineering experience.

Experience with CAD software is preferred.

Licenses and Certifications
Candidates must hold a valid California State driver’s license. A valid certificate of registration from the California State Board of Registration for Civil and Professional Engineers is advantageous.

Ideal Candidate Profile
The ideal candidate will demonstrate:
  • A valid certificate of registration from the California State Board of Registration for Civil and Professional Engineers;
  • Knowledge of civil engineering principles;
  • Strong organizational and self-management skills;
  • Proficiency in Microsoft Suite and AutoCAD;
  • Ability to foster positive relationships with various stakeholders;
  • Effective communication skills, both written and verbal.
