Position Overview
The City of Torrance is seeking an Assistant Engineer to join the Engineering Division of the Public Works Department.

Department Overview
The Public Works Department is a proactive organization that responds to the evolving needs of the Torrance community by delivering reliable services. Comprising over 200 dedicated employees across five divisions, the department enhances and maintains the City’s infrastructure, including streets, sidewalks, landscaping, traffic signals, sewers, waste management, and water systems.

Division Overview
The Engineering Division oversees the planning and execution of various infrastructure initiatives as part of the City’s multi-year Capital Improvement Program (CIP). Responsibilities include project planning and budgeting, securing funding from external sources, engineering design, managing public bidding processes, and overseeing construction activities. The division also provides traffic engineering services, conducting traffic studies, managing traffic signal systems, and addressing community traffic concerns while ensuring compliance with state regulations.

Key Responsibilities
The Assistant Engineer will apply civil engineering principles to support the Public Works Department’s mission of delivering exceptional public service. Key responsibilities include:
  • Creating and developing engineering plans, specifications, cost estimates, and legal documents while ensuring adherence to local and state regulations;
  • Maintaining organized and current project documentation;
  • Drafting correspondence, reports, and other necessary documentation;
  • Addressing public inquiries and resolving issues effectively;
  • Preparing and presenting reports to relevant city bodies;
  • Coordinating projects with other city departments and external agencies;
  • Supervising and mentoring junior engineering staff;
  • Staying updated on engineering best practices, regulations, and technologies relevant to city projects.


Qualifications
Education and Experience
A combination of education and experience that provides the necessary knowledge and skills is required. A typical pathway includes:

Graduation from an accredited college or university with a Bachelor’s degree in civil engineering and one to two years of relevant engineering experience; or possession of a valid Engineer-in-Training certificate coupled with four years of substantial engineering experience.

Licenses and Certifications
Must hold and maintain a valid California State driver’s license. A valid certificate of registration from the California State Board of Registration for Civil and Professional Engineers is preferred.

Ideal Candidate Profile
The most successful candidate will possess:
  • A valid certificate of registration from the California State Board of Registration for Civil and Professional Engineers;
  • Comprehensive knowledge of civil engineering principles;
  • Strong organizational skills and self-motivation;
  • Proficiency in Microsoft Office Suite and AutoCAD;
  • Ability to foster positive relationships with colleagues, the public, contractors, and agencies;
  • Excellent communication skills, both verbal and written.
