Job Overview

Role Summary

Under the supervision of the Division Chief, the selected candidate will take charge of all facets of leadership, management, guidance, and policy formulation for the Division of Local Assistance's transit and rail program offices. The incumbent will collaborate closely with Deputy Division Chiefs to ensure that the objectives and priorities of the Division are met. The role involves overseeing a diverse portfolio of programs and projects aimed at supporting rail and transit agencies, operators, and authorities. In partnership with Division and District teams within the Department, the incumbent will establish and manage processes that facilitate coordinated investments and guarantee efficient administration of program funds. The incumbent is committed to fostering continuous improvement in both staff and customer experiences, contributing to strategic and organizational policies, and nurturing a culture of collaboration, equity, integrity, and service excellence.

Work Environment

The Department of Transportation supports flexible work arrangements, acknowledging that in-person attendance may be necessary based on operational requirements. Employees should be prepared to report to their designated worksites with minimal notice in case of urgent needs. The chosen candidate will be expected to report to the headquarters at least two days a week. Business travel may be necessary, and reimbursement will consider the employee's designated headquarters location and primary residence, adhering to applicable regulations. All commuting expenses to the headquarters will be the responsibility of the selected candidate.

Special Considerations

In accordance with California regulations, this position will be filled through the California Department of Transportation Managerial Selection Program (MSP) process. This process ensures examination and job selection tailored to each position, aligned with the required knowledge, skills, and abilities.

Important Note: All applicants must fulfill the minimum qualifications by the final filing date to be eligible for the examination.
Minimum Qualifications:

  • A valid certificate of registration as a civil, electrical, or mechanical engineer issued by the California State Board of Registration for Professional Engineers.
  • Experience options:
    • One year of transportation engineering experience at a Supervising level in California state service; or four years of experience at a Senior level.
    • One year of managerial experience in California state service equivalent to a Supervising Transportation Planner, or four years of supervisory or managerial experience equivalent to a Senior Transportation Planner, along with two years of civil engineering work at the Associate engineer level or higher in California state service.
    • Extensive transportation engineering experience (more than five years) equivalent to a Senior or higher level engineer in California state service.

Examination Details:

This examination will assess each candidate's experience and education against a standard derived from the Class Specification. It is crucial for candidates to accurately and thoroughly complete their State application, listing all relevant experience.

This examination will not create a civil service list; therefore, candidates will not have the opportunity to transfer their eligibility to other departments. Candidates will receive notifications regarding their examination results.

Note: If utilizing Out of Class (OOC) experience, candidates must submit a copy of their signed and approved OOC documentation. Failure to do so may result in OOC experience not being considered during the evaluation process.
