POSITION SUMMARY
AN ELIGIBILITY LIST WILL BE ESTABLISHED FROM THIS RECRUITMENT TO ASSIST IN FILLING FUTURE OPENINGS IN THE BUS TRANSPORTATION DIVISION.

This role is primarily accountable for executing various responsibilities across the following domains: Dispatch Coordination; Radio Communication Management; Field Operations and Scheduling; Customer Service in the Field; Safety Oversight and Accident Analysis; Administrative Supervision; Train Management; Enforcement Duties; and Training Initiatives. Some roles may be designated to the training sector. The position predominantly entails full-time oversight of personnel, including recruitment, disciplinary actions, and conducting performance assessments.

KEY RESPONSIBILITIES
A. Dispatch Coordination
Responsibilities may include:
Managing the staffing requirements for operators on a daily basis. Organizing, preparing, and assigning tasks to extra-board bus and/or train operators; communicating with operators regarding day-off and/or additional work. Assessing and approving staffing needs to maintain published schedules while minimizing operational costs. Organizing and preparing the weekly bidding process for vacant positions. Documenting timekeeping and payroll records for operators. Recording and addressing unauthorized absences of operators. Coordinating the dispatching of operators according to established schedules. Creating special service assignments or reroute schedules to ensure service adequacy. Collaborating with maintenance staff regarding vehicle availability and replacement. Responding to operator inquiries about schedules. Updating transportation summaries. Making radio communications. Other responsibilities as assigned.
B. Radio Communication Management
Responsibilities may include:
Overseeing radio communications to ensure adherence to published services by directing operators and support personnel. Authorizing and guiding information dissemination to reroute services during detours or schedule interruptions. Managing, monitoring, and coordinating priorities and non-routine communications. Liaising with maintenance, emergency services, road supervisors, police, and security to resolve service disruptions. Acting as the central control for off-hour emergencies. Maintaining communication with Customer Services to inform the public about service interruptions. Documenting service disruptions and unusual occurrences. Providing clear instructions for troubleshooting mechanical issues. Other responsibilities as assigned.

C. Field Operations and Scheduling
Responsibilities may include:
Providing on-site supervision of bus operations, transfer stations, and emergency incidents. Evaluating routes, schedules, and overall operations to ensure timely service delivery. Issuing citations for fare and ordinance violations. Investigating accidents, incidents, equipment failures, and service delays. Conducting time and performance assessments. Monitoring operator adherence to schedules and routes. Offering on-the-job training and guidance to operators as necessary. Checking construction sites, verifying track warrants, and ensuring system safety. Overseeing security personnel and Transit Officers. Conducting area patrols to ensure safety and operational efficiency. Performing minor repairs as needed. Other responsibilities as assigned.

D. Customer Service in the Field
Responsibilities may include:
Providing assistance to customers by offering system and scheduling information, operating fare vending machines, and addressing passenger issues. Investigating and documenting customer service complaints and commendations, and taking appropriate disciplinary actions against operators when necessary. Communicating follow-up information to the complainants. Providing public information regarding policies, job opportunities, service changes, and other relevant details. Resolving conflicts and complaints between operators and customers.

Receiving public recommendations and forwarding them to the appropriate department. Promoting a positive corporate image. Addressing issues related to school passengers and acting as a liaison with school authorities. Other responsibilities as assigned.

E. Safety Oversight and Accident Analysis
Responsibilities may include:
Conducting accident investigations in line with organizational guidelines. Responding to emergencies and coordinating services. Determining the necessity for drug and alcohol testing in accordance with federal definitions. Assisting emergency services during incidents. Managing traffic control and ensuring safe operations. Developing service route deviations during road closures or emergencies while assisting passengers. Ensuring security for passengers and personnel. Conducting patrols to clear hazards. Documenting accident scenes and gathering necessary information. Collaborating with law enforcement during investigations. Other responsibilities as assigned.

F. Administrative Supervision
Responsibilities may include:
Supervising and guiding operators and potentially directing security personnel. Representing the organization in designated hearings. Evaluating and determining disciplinary actions. Planning and coordinating the Accident Grading Board. Documenting and forwarding notifications regarding preventable accidents. Developing training schedules for new hires. Presenting policies and expectations to new operators. Preparing documentation for non-compliance with policies. Completing daily reports on activities, accident investigations, and operator attendance. Other responsibilities as assigned.

G. Training Initiatives
Responsibilities may include:
Training new hires in all operational aspects. Providing ongoing training for security personnel. Conducting training sessions for light rail staff. Developing and updating training materials. Maintaining training documentation. Other responsibilities as assigned.

H. Train Management
Responsibilities may include:
Monitoring system progress and scheduling. Ensuring adherence to schedules. Authorizing and scheduling additional trains as necessary. Documenting daily events and maintaining records. Identifying and dispatching responders for safety or service issues. Facilitating safe and timely train movements. Other responsibilities as assigned.

I. Enforcement Duties
Responsibilities may include:
Assessing and resolving situations requiring specific resources. Enforcing fare compliance and public ordinances. Addressing quality of life concerns. Collaborating with law enforcement for legal actions. Providing security for operators, passengers, and facilities. Documenting incidents and accidents in detail.

MINIMUM QUALIFICATIONS
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. The organization reserves the right to determine equivalences of education and experience.

Education: Associate's degree or equivalent from a recognized institution in Business Administration, Public Administration, or a related field.

Experience: Three (3) years of experience in transportation services, with at least three (3) years in Bus or Rail Operations. Supervisory experience is preferred. Instructor experience is also preferred.

Licenses/Certifications: Valid Class B driver license with passenger and air brake endorsements, current medical and VTT certificate; certification to operate a LRV may be required based on assignment.
