Job Overview

CALIBRE Systems, Inc., a leading Employee-Owned Management Consulting and Digital Transformation firm, is in search of a dedicated individual to provide support for the missions of the National Guard Bureau Comptroller. The selected analyst will leverage their expertise in Department of Defense (DoD) financial policies, processes, and systems to contribute to the overall financial management efforts. This role involves engaging in analysis and offering strategic advice, as well as assisting in the preparation and presentation of various reports and deliverables.

Key Responsibilities:
  • Engage in financial analysis related to the Army National Guard (ARNG), Air National Guard (ANG), and National Guard Bureau (NGB) budget execution. This includes monitoring, reporting, and analyzing costs, obligations, disbursements, reprogramming outcomes, and relevant historical and current trends.
  • Assess and evaluate discrepancies between the President's Budget Requests, Congressional Marks, and decisions from DoD, HQDA, or HAF.
  • Provide timely insights and develop metrics, analytic products, reports, and integrated dashboards, along with actionable recommendations for NGB leadership.
  • Assist in drafting, reviewing, and finalizing correspondence for NGB senior leaders, contributing to execution-related documents, processes, guidance, and policy.
  • Support the development and response to formal staffing actions.
  • Utilize analytical skills to create a solid empirical foundation for analysis and recommendations.
  • Collaborate with personnel across ARNG, ANG, and NGB to foster relationships that enhance awareness of financial issues and facilitate the development of recommendations for leadership.
Essential Qualifications:
  • U.S. Citizenship.
  • Active Secret clearance required; Top-Secret Clearance with SCI eligibility preferred.
  • Demonstrated analytical and organizational skills.
  • Detail-oriented with the ability to manage multiple initiatives simultaneously.
  • Exceptional verbal and written communication skills.
  • In-depth knowledge of financial management policies and regulations within the DoD.
  • Proficiency in MS Office applications.
  • Experience with financial systems (e.g., GFEBS, DEAMS, RMOnline, ODS, PBAS).
  • Proven ability to analyze and manipulate DoD financial data.
  • Willingness to travel as required.
Preferred Qualifications:
  • Familiarity with DoD tasking systems (e.g., ETMS2 or TMT).
  • Experience with Advana, Power BI, and data analysis applications.
  • Certified Defense Financial Manager (CDFM) certification.
  • DoD FM Certification.
Experience Requirements:
  • Three to six years of experience in comptroller functions within senior defense organizations.
  • Three to six years of experience in budget and financial data analysis, applying financial principles and systems used by the Army, Air Force, Joint Staff, NGB, and OSD.
Preferred Experience:
  • Six to ten years of experience in comptroller functions with senior defense organizations.
  • Six to ten years of experience in budget and financial data analysis, applying financial principles and systems.
  • Experience in National Guard financial management.
Education Requirements:
  • Bachelor's Degree from an accredited institution recognized by the U.S. Department of Education.
  • Completion of CGSC or ILE for former military officers, or equivalent Professional Military Education for former military personnel.
Preferred Education:
  • Master's Degree from an accredited institution with a focus on finance or accounting.
  • Completion of SSC for former military officers, or equivalent Professional Military Education for former military personnel.
