Job Summary: We are seeking a dynamic Human Resources Consultant to join our Human Resources Department. The ideal candidate will be responsible for assessing and re-engineering the agency's staffing plan, developing a recruitment strategy plan, and drafting and assisting with succession plans.

Responsibilities:

  • Assess and re-engineer the agency's staffing plan
  • Develop a recruitment strategy plan
  • Draft and assist with succession plans
  • Perform gap analysis of HR functionality and infrastructure
  • Communicate recommendations to agency stakeholders via presentation and written report

Requirements:

  • Minimum Master's Degree in human resources or a related field/ 10+ years working in field that is educational equivalent
  • 10 years' experience in the HR profession, with proven experience in organizational staffing assessment and plan development, recruitment, and infrastructure efficiency

Preferred Qualifications:

  • 8 years professional knowledge of human resources personnel programs and service objectives, activities and operational systems
  • 8 years of proven ability to identify and analyze administrative and procedural problems and recommend an effective course of action
  • 8 years of professional experience formulating, implementing and assessing new and revised methods, procedures and performance standards
  • 8 years of professional experience identifying and recommending departmental personnel policy and procedure improvements
  • Requires ability to effectively communicate, advise and consult with others, and articulate detailed instructions orally and in writing
  • 8 years of professional experience developing and cultivating cooperative working relationships with agency personnel and the general public
