Job Overview

Oneida Technical Solutions (OTS) is a dynamic IT Consulting firm committed to supporting the Department of Defense (DoD). We are currently in search of a Security Operations Manager to oversee our government contracting initiatives.

The ideal candidate will lead a dedicated team of security experts and will be responsible for the management and execution of the National Industrial Security Program (NISP) alongside other security operations at our corporate headquarters.

Key Responsibilities:

  • Ensure facility compliance with the requirements related to maintaining a Facility Clearance (FCL) and managing a Personnel Clearance (PCL) program.
  • Implement and manage all aspects of facility and personnel security programs in accordance with government security mandates, including oversight of NISPOM compliance, document control, visitor management, and personnel security training.
  • Maintain adherence to all Standard Operating Procedures (SOP) and SEAD 3 reporting requirements.
  • Analyze policies and develop strategies to mitigate risks and incidents.
  • Conduct thorough investigations in response to any suspicious activities that may threaten security or compliance.
  • Manage access protocols to protect sensitive information.
  • Provide comprehensive Industrial Security guidance to executive leadership and staff.
  • Review and implement all contract-related documentation, ensuring compliance with DD Form 254s.
  • Ensure data compliance across multiple CAGEs in relevant security systems.
  • Oversee the Insider Threat Program.
  • Ensure all personnel and facility-related actions are documented in the appropriate security systems.
  • Develop and implement a Security Education program to ensure compliance with all training requirements.
  • Coordinate security clearance training and onboarding activities for new hires.
  • Facilitate employee out-processing related to security protocols.
  • Establish and maintain a comprehensive travel security program.
  • Conduct self-inspections and participate in government reviews and audits.
  • Demonstrate leadership and decision-making capabilities within the role.
  • Produce various documentation, including reports, policy developments, and training programs.
  • Provide research and technical support for projects, ensuring timely completion of tasks.

Required Qualifications:

  • Previous experience as a Facility Security Officer or Alternate Facility Security Officer.
  • U.S. citizenship is required; candidates must meet eligibility for access to classified information.
  • Possession of a Top-Secret clearance at the time of application, with eligibility for Top Secret/SCI.
  • A BA/BS degree in engineering, cybersecurity, or a related field, or equivalent experience.
  • In-depth knowledge of NISPOM and the ability to interpret relevant government policies.
  • Experience in physical security and classified meeting management.
  • Ability to manage special projects and training initiatives effectively.
  • Experience with security systems of record, including DISS, NISS, and NBIS.
  • Familiarity with Foreign Ownership Control and Influence, Special Security Agreements, and the Foreign Corrupt Practices Act (FCPA).
  • Proficiency in Microsoft Office and Adobe Acrobat.
  • Strong oral and written communication skills, along with excellent organizational abilities.
  • Self-motivated with a strong sense of urgency.

Preferred Qualifications:

  • Experience with COMSEC or as a COMSEC Custodian.
  • NCMS Industrial Security Professional (ISP) certification.

Compensation Range: $105,000-$120,000

The compensation range provided is a general guideline. Factors such as role responsibilities, location, and the candidate's experience will be considered when extending an offer.
