We are seeking a highly skilled and experienced Facility Security Officer to join our team at Oneida Technical Solutions LLC. As a key member of our organization, you will be responsible for leading a small team of security professionals and managing the implementation of the National Industrial Security Program (NISP) and all other security activities for our Corporate Headquarters.
Key Responsibilities- Maintain Facility Compliance: Ensure that our facility meets all requirements and obligations associated with holding a Facility Clearance (FCL) and manage a Personnel Clearance (PCL) program.
- Implement Security Program: Coordinate all aspects of a facility and personnel security program in compliance with government security requirements, including oversight of all NISPOM compliance matters, document control, visitor control/requests, personnel security education and awareness training, interfacing with DCSA and cognizant security agency representatives, and all security requirements of prime contracts and subcontracts.
- Manage Security Requirements: Interpret policy and apply mitigation strategies to minimize vulnerabilities and incidents, conduct thorough investigations in the event of suspicious activities or behaviors that jeopardize security or compliance, and manage access and employ protocols to safeguard controlled and/or sensitive information.
- Provide Security Guidance: Offer timely and accurate Industrial Security guidance to Executive Leadership, Human Resources, Recruiting, Program Managers, and Staff.
- Review and Implement Contracts: Review and implement all prime contract and subcontract DD Form 254s, ensure data compliance for multiple CAGEs in DISS and NISS, and oversee and coordinate an Insider Threat Program.
- Ensure Compliance: Ensure that all personnel and facilities-related actions are carried out within the appropriate system of record (DISS, NISS, NBIS, eQIP), develop and implement a Security Education program, and coordinate all required security clearance training/briefings and investigation-related onboarding activities for new hires.
- Develop and Maintain Programs: Develop and maintain a robust travel security program, perform self-inspections, participate in all government Continuous Monitoring reviews and inspections, and maintain all required files and lead all preparation activities in support of all DCSA Security Reviews (audits).
- Exhibit Leadership: Exhibit leadership and decision-making ability within the scope of the position, produce finished documentation, and provide research and technical support to projects.
- Experience: Prior experience as an FSO or Alternate FSO, with a minimum of 4-6 years related Industrial Security experience.
- Clearance: Must possess no less than a Top-Secret clearance at the time of application and be eligible to obtain Top Secret/SCI.
- Education: BA/BS degree in an engineering, cyber security, or equivalent discipline, or a combination of college and work experience.
- Knowledge: Must have detailed knowledge of the NISPOM and be able to interpret all applicable government policy (NISPOM, ICD, SEAD, etc.).
- Skills: Must be proficient with Microsoft Office and Adobe Acrobat applications, possess excellent oral and written communication skills, and have strong organizational and time management skills.
