Position Overview

The U.S. Climate Alliance is a bipartisan coalition of governors dedicated to securing America's net-zero future through impactful climate action at the state level. The Alliance Secretariat plays a crucial role in assisting its members by offering a wide array of technical, analytical, policy, and capacity-building resources. The coalition has established strong ties with the federal administration to foster the creation and implementation of a robust national climate framework.

The Alliance is seeking a Policy Advisor focused on developing and executing strategies to decarbonize the buildings sector across member states and territories. This role will involve close collaboration with senior staff within the Alliance Secretariat. The coalition has recently made significant commitments to reduce emissions from buildings, including a goal to quadruple heat pump installations by the decade's end.

Key Responsibilities
  • Support State Policy Development
    • Assist states in crafting and executing policies and programs aimed at enhancing building decarbonization efforts.
    • Provide expert guidance and resources to empower states in adopting emerging policies.
    • Conduct research and monitor the evolution of state and federal policies related to buildings.
  • Facilitate Working Groups
    • Lead the organization and execution of state working groups, focusing on agenda setting and identifying key action items.
    • Engage with stakeholders to implement collaborative projects.
  • Produce Policy Documents
    • Draft comprehensive policy option papers and resource guides that analyze strategies for building decarbonization.
    • Conduct research and contribute to the Alliance's annual report on climate progress.
  • Coordinate Events and Meetings
    • Collaborate with the Secretariat and external experts to prepare materials for high-impact meetings.
    • Assist in the development of communication materials and outreach to key partners.
  • Fundraising and Grant Management
    • Identify funding requirements to support building decarbonization initiatives and collaborate with the Development team to engage potential funders.
    • Oversee philanthropic grants and manage budgets related to building decarbonization projects.
Qualifications
  • Bachelor's degree with significant experience in building decarbonization policy; a Master's degree is preferred.
  • 4-7 years of relevant experience, particularly in governmental contexts.
  • Strong analytical, research, and communication skills.
  • Proven ability to manage multiple priorities in a dynamic environment.
