Position Overview:


The Procurement Specialist is accountable for overseeing all purchasing activities within the Center, ensuring that requests for products and services are addressed efficiently and in accordance with both Company and Government regulations.




Leadership and Oversight:



This role includes the supervision of the Purchasing Clerk.

  • Ensures adherence to integrity protocols and prevents any manipulation of data.
  • Manages the procurement operations of the Center through strategic planning, budget management, and effective staff training.
  • Sources and acquires goods and services in alignment with Company purchasing guidelines.
  • Evaluates and selects vendors based on competitive pricing, service quality, and compliance with Federal Acquisition Regulations.
  • May provide direct oversight to purchasing personnel.
  • Assists the Finance and Administration Director in the preparation and management of budgets.
  • Drafts purchase orders, subcontracts, lease agreements, and consultant contracts for various services and projects.
  • Develops and maintains a diverse vendor list, including small, large, Veteran, Minority, and Female-owned suppliers.
  • Utilizes federal supply schedules as necessary.
  • Monitors vendor compliance with quality standards, delivery timelines, and contract stipulations, ensuring performance evaluations are conducted.
  • Collaborates with the Finance department to verify pricing details.
  • Manages the Center's subcontract program to meet established goals.
  • Oversees construction, rehabilitation, and maintenance subcontracts in accordance with Federal and Company standards.
  • Adheres to all contractual obligations and Company procedures related to the procurement function.
  • Participates in regular meetings with Finance, Property, and Purchasing teams to address vendor-related issues promptly.
  • Maintains accurate logs and databases, preparing necessary reports for both Company and Government.
  • Leads the bidding process for various procurement methods from initiation to completion.
  • Provides exceptional customer service and communication, ensuring timely updates on purchase requests.
  • Accepts direction from the Center Director and other management personnel, including temporary assignments in different departments.
  • Performs additional duties as required.


Work Schedule:

Monday to Friday, 8 AM to 5 PM



Compensation and Benefits:
  • Annual salary starting at $40,000 - negotiable based on qualifications and experience
  • Comprehensive benefits package including medical, dental, life, and vision insurance, short-term and long-term disability, 401(k) plan, as well as holiday, vacation, and sick leave.



Required Qualifications



Education and Experience:

  • An Associate of Arts Degree from an accredited institution is mandatory.
  • A minimum of three to five years of experience managing contracts and familiarity with Federal Acquisition Regulations is preferred.
  • Proficiency in Microsoft Office applications is essential.
  • Physical capabilities include sitting, standing, climbing, walking, lifting, pulling, pushing, carrying, reaching, stooping, and crouching.
  • Must demonstrate the ability to lift 40 pounds and assess lifting loads to request assistance when necessary.
