Position Overview:
The Purchasing Agent is accountable for overseeing all procurement operations within the Center, ensuring that requests for goods and services from staff are addressed promptly and effectively, while adhering to both Company and Government regulations.
Leadership and Oversight:
This role includes the supervision and management of the Purchasing Clerk.
- Ensures compliance with integrity protocols and safeguards against data manipulation.
- Directs the Center's procurement activities through strategic planning, budget management, and comprehensive staff training.
- Sources goods and services in alignment with Company purchasing guidelines.
- Evaluates vendors based on competitive pricing, service quality, and compliance with Federal Acquisition Regulations and Company policies.
- May oversee purchasing personnel directly.
- Assists the Finance and Administration Director in the development and management of budgets.
- Drafts purchase orders, subcontracts, lease agreements, and consultant contracts for various services and projects, while maintaining all necessary documentation.
- Cultivates and updates a qualified vendor list, ensuring representation of small, large, Veteran, Minority, and/or Female suppliers.
- Utilizes federal supply schedules as required.
- Monitors vendor compliance with quality standards, delivery timelines, and contract stipulations, conducting performance evaluations to determine ongoing vendor relationships.
- Collaborates with the Center's Finance team to verify pricing details.
- Manages the Center's subcontract program to meet established goals.
- Oversees construction, rehabilitation, and maintenance subcontracts in accordance with Federal and Company standards.
- Adheres to all contractual obligations and Company procedures related to the procurement function.
- Participates in regular meetings with Finance, Property, and Purchasing teams to address vendor-related issues promptly.
- Maintains necessary logs and databases, preparing and submitting required reports to the Company and Government.
- Leads the bidding process (RFPs, RFQs, RFIs, Sole Source, Sealed Bid, etc.) from initiation to completion.
- Delivers exceptional customer service and communication, providing timely updates on purchase requests.
- Accepts guidance and assignments from the Center Director/Center Duty Officer/Shift Manager, including temporary responsibilities in other departments.
- Performs additional duties as assigned.
Work Schedule:
Monday to Friday, 8 AM to 5 PM
Compensation and Benefits:
- Annual salary starting at $40,000 - negotiable based on qualifications and experience

Qualifications
Education and Experience:
- An Associate of Arts Degree from an accredited institution is required.
- A minimum of three to five years of experience managing contracts and subcontracts, with familiarity in Federal Acquisition Regulations preferred.
- Proficiency in Microsoft Office applications is essential.
- Physical capabilities include sitting, standing, climbing, walking, lifting, pulling, pushing, carrying, reaching, stooping, and crouching.
- Must demonstrate the ability to lift 40 pounds and assess lifting loads to request assistance when necessary.
