Position Overview:


The Purchasing Agent is accountable for overseeing all procurement operations within the Center, ensuring that requests for goods and services from staff are addressed promptly and effectively, while adhering to both Company and Government regulations.



Leadership and Oversight:


This role includes the supervision and management of the Purchasing Clerk.

  • Ensures compliance with integrity protocols and safeguards against any manipulation of data.
  • Directs the procurement function at the Center through strategic planning, budget management, and staff training.
  • Sources goods and services in alignment with Company purchasing guidelines.
  • Evaluates vendors based on competitive pricing, service quality, and compliance with Federal Acquisition Regulations and Company policies.
  • May provide direct oversight to purchasing personnel.
  • Assists the Finance and Administration Director in the preparation and management of budgets.
  • Drafts and manages purchase orders, contracts, lease agreements, and consultant contracts for various services and projects.
  • Establishes and maintains a diverse vendor list, ensuring inclusion of small, large, Veteran, Minority, and Female-owned suppliers.
  • Utilizes federal supply schedules as necessary.
  • Monitors vendor compliance with quality standards, delivery timelines, and contract stipulations, conducting performance evaluations as needed.
  • Collaborates with the Finance department to verify pricing details.
  • Manages the Center's subcontract program to meet established goals.
  • Oversees construction, rehabilitation, and maintenance subcontracts in accordance with Federal and Company standards.
  • Adheres to all contractual obligations and Company SOPs related to the procurement function.
  • Participates in weekly meetings with Finance, Property, and Purchasing teams to address vendor-related issues promptly.
  • Maintains necessary logs and databases, preparing and submitting required reports to Company and Government entities.
  • Leads the bidding process for various procurement methods from initiation to completion.
  • Upholds exceptional customer service and communication standards, providing timely updates on purchase requests.
  • Accepts guidance and direction from the Center Director and other management personnel, including temporary assignments in different departments.
  • Performs additional duties as assigned.


Work Schedule:

Monday to Friday, 8 AM to 5 PM



Compensation and Benefits:
  • Annual salary starting at $40,000 - negotiable based on qualifications and experience
  • Comprehensive benefits package including medical, dental, life, and vision insurance, short-term and long-term disability, 401(k) plan, as well as holiday, vacation, and sick leave.



Qualifications



Education and Experience:

  • An Associate of Arts Degree from an accredited institution is required.
  • Three to five years of relevant experience, including contract oversight and familiarity with Federal Acquisition Regulations, is preferred.
  • Proficiency in Microsoft Office applications is essential.
  • Physical capabilities include sitting, standing, climbing, walking, lifting, pulling, pushing, carrying, reaching, stooping, and crouching.
  • Must demonstrate the ability to lift 40 pounds and assess loads to request assistance when necessary.
