Senior Human Resources Director

The Brennan Center for Justice, a distinguished nonpartisan law and policy organization dedicated to enhancing democracy and justice in the United States, is in search of a highly qualified and seasoned Senior Human Resources Director. This pivotal role will support the Chief Human Resources Officer (CHRO) in managing the comprehensive human resources strategy of the center. The Senior Human Resources Director will be instrumental in advancing HR operations, ensuring alignment with the institution's objectives, and promoting a positive and inclusive workplace culture.
Key ResponsibilitiesBenefits Management
- Oversee the daily operations of the Human Resources Team, acting as the primary contact for all HRIS, payroll, and benefits requirements.
- Collaborate with the CHRO to formulate, communicate, and implement competitive total rewards strategies, encompassing compensation, benefits, retirement, and employee engagement programs.
- Manage the annual benefits programs open enrollment process and total compensation review.
- Assist employees in making informed decisions regarding medical, dental, and other ancillary benefits.
- Ensure accurate management of benefits contributions and payments, including reconciliation and audits.
- Prepare and submit the benefits budget for CHRO approval, demonstrating creativity in designing cost-effective benefit plans.
- Disseminate communications regarding benefit plan enhancements and changes.
- Coordinate the Annual Employee Benefits Open Enrollment and related programs.
- Conduct benefits orientation for new hires and prepare regulatory reports.
- Recommend new administrative procedures to enhance the efficiency of the employee benefit function.
Stakeholder and Process Management
- Manage employee leave plans and workers' compensation claims, ensuring compliance with relevant regulations.
- Work closely with insurance representatives to guarantee efficient service delivery and compliance with legislative changes.
- Maintain organized records of benefits enrollment and retirement plan files.
- Keep the CHRO informed of regulatory changes and manage relationships with brokers and insurance carriers.
- Coordinate the filing of annual ERISA Forms for health and welfare plans.
- Maintain Certificates of Insurance for independent contractors.
- Serve as the primary contact for the insurance company regarding liability incident reports.
Additional Responsibilities
- Supervise members of the HR team.
- Act as a trusted advisor to the CHRO.
- Enhance employee engagement and retention across the organization.
- Provide guidance on policy and procedures to ensure compliance with collective bargaining agreements.
- Oversee payroll and manage HR-related initiatives.
- Benchmark positions for appropriate grade and title alignment.
- Access and update employee information via HRIS.
- Perform other duties as assigned.

Qualifications- Significant experience at the director level with relevant certifications.
- Knowledge of ERISA, HIPAA, COBRA, and current regulatory issues is preferred.
- Exceptional written and verbal communication skills.
- Ability to work collaboratively within a team environment.
- Strong attention to detail and independent judgment.
- Proficiency in Microsoft Office and HRIS.
- Analytical and interpersonal skills.
- Excellent mathematical skills and multitasking ability.
