About the Office of Human Resources Solutions

The Office of Human Resources Solutions (HRS) serves as the central human resources department for DSS-HRA-DHS, addressing the human resources needs of the agency through strategic collaboration and partnership. The aim is to cultivate an inclusive, motivated, and client-focused workforce.

HRS's mission is to equip DSS-HRA-DHS programs and personnel with effective human capital tools and resources to achieve their objectives.

Position Summary

The Human Resources Solutions (HRS)/Office of HR Partnerships is seeking a qualified individual for the role of Director of HR Partnerships. This position will:

  • Support the Assistant Deputy Commissioner (ADC) in planning, managing, and overseeing the operations of the HR Partnerships unit.
  • Directly supervise a team of Human Resources Business Partners (HRBPs) and Deputy HRBPs, providing expert guidance on all aspects of the HRBP role, including recruitment, terminations, budgeting, staffing, compensation, employee relations, and labor relations.
  • Ensure that all unit functions align with agency objectives and regulatory standards, maintaining compliance with Federal, State, and City regulations.
  • Prepare and submit reports on critical staffing needs and vacancies, offering recommendations and solutions as needed.
  • Generate periodic reports for agency leadership regarding staffing requests and personnel actions.
  • Oversee the flow of human resources activities between HRBPs and their respective organizational structures, ensuring programmatic support and efficient staffing.
  • Assist in resolving employee relations conflicts and improving interunit workflows and business processes.
  • Conduct thorough reviews of monthly Pre and Post Audit Planned Action Reports (PAR) submitted by HRBPs, ensuring compliance with Mayoral directives and OMB guidelines.
  • Analyze the impact of existing and new policies, ensuring uniform implementation by HRBPs.
  • Formulate strategies and recommend enhancements to current business plans and procedures.
  • Perform qualitative and quantitative analyses to monitor project performance of HRBPs.
  • Prepare confidential and non-confidential summary reports for the ADC to inform leadership of HR issues.
  • Conduct monthly audits of budget and headcount, ensuring compliance with staffing and process logistics.
Qualifications

Candidates must possess a baccalaureate degree from an accredited institution, along with four years of relevant experience in recruitment, personnel relations, staff development, employment program planning/administration, or labor relations. At least 18 months of this experience should be in a managerial or supervisory capacity.

Alternatively, candidates may have a four-year high school diploma and eight years of relevant experience, with at least 18 months in a supervisory role.
