SUMMARY:

The Program Support Specialist will be located in the Sacramento office and will primarily provide project management and program assistance to the Office of Youth and Community Restoration (OYCR) Program Team. This position will support various programs within the contract, including 1) Capacity Building of Community-Based Organizations, 2) Ending Girls Incarceration, and 3) Justice Service Network.

The overall responsibility includes supporting the assigned program and other initiatives within the Healthy Youth Development Team and broader Program Team in areas such as grantmaking, program research, program development, implementation, and administrative support.


ESSENTIAL DUTIES AND RESPONSIBILITIES
Program Support

Implement program strategies as directed by the supervisor by coordinating and communicating with program partners, grantees, and consultants.

Assist the supervisor in managing daily operations and coordination of the program.

Coordinate and serve as the primary contact for planning and logistics for program events, webinars, and meetings, both on-site and off-site. This includes contributing to event design, scheduling, coordinating with the conferencing department, and overseeing the planning process.

Develop and prepare event materials, including presentations, handouts, nametags, registration materials, and other documentation, under the supervisor's guidance.

Support the supervisor in enhancing and implementing the program's internal and external processes to better serve community partners and achieve program goals.

Under the supervisor's direction, coordinate technical assistance for program partners, community partners, and grantees, responding to identified needs. This includes organizing workshops and roundtable discussions informed by community partner feedback.

Facilitate small group meetings related to assigned programs.

Assist the supervisor in monitoring program-related expenses and budgets.

Conduct research under supervision, such as exploring funding priorities and policy issues to inform program design and enhancements.

Provide administrative support to the supervisor during the creation, implementation, and management of programs.


Contract and Grant Support

Collaborate with the Program, Administration, Finance, and Contracts and Compliance Departments in developing contracts and grant agreements to achieve program strategies.

Review grant agreements and contracts for specifications and obtain supervisor approval.

Act as a liaison with the Administration Department to coordinate and monitor grant agreements, deliverables, contracts, and other third-party agreements requiring supervisor and/or President's review and approval.

Assist with the contract-monitoring process, ensuring timely submission of deliverables that align with contract specifications, initiating approval by the supervisor, and monitoring invoicing.

Maintain the master file of contractors, ensuring integration of working files, correspondence, reports, and payment documents, and that essential documents are scanned and the database is updated.

Manage and coordinate the development and response to requests for proposals under supervision, assisting with criteria, questions, and final applications. Communicate with applicants and grantees throughout the application process as needed.

Participate in the application review process, which includes reviewing funding applications, editing project descriptions for the grantmaking database, preparing reports for recommendation meetings, and participating in those meetings with program team members.

Assist with the grant-monitoring process, evaluating grantee progress reports, providing technical assistance on grant-related matters, and ensuring timely responses to monitoring issues.

Maintain the master file for each assigned grant and award, ensuring integration of working files, correspondence, reports, and payment documents, and that essential documents are scanned and the database is updated.


Organizational Support

Work with the supervisor to actively track and summarize state and local policy issues that may impact program content areas.

Under supervision, collaborate closely with the Evaluation Department to implement activities consistent with program evaluation plans.

Assist in monitoring program-related expenses and budgets, including third-party budgets.

Act as a liaison with the Communications Department, contributing content for newsletters, publications, video development, and other communication needs.

Actively participate as a team member by collaborating and attending department and Foundation-wide meetings.

Perform other tasks as assigned.


SUPERVISORY RESPONSIBILITIES

This position has no supervisory duties.


QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE: A bachelor's degree is preferred or three (3) to five (5) years of experience in project coordination, preferably within nonprofit, community-based, or philanthropic organizations, or public institutions. Grantmaking experience is a plus. Familiarity with public health, public policy, youth development, and experience with place-based and/or health and racial equity work is desirable.


LANGUAGE SKILLS:

Excellent written and oral communication skills. Ability to read, analyze, and interpret studies, proposals, reports, journals, financial and database reports, grant agreements, contracts, and memos. Ability to compose and edit business correspondence. Ability to effectively present information in one-on-one and small group situations to grantees, employees of the organization, and others. Ability to facilitate small group meetings. Bilingual skills are desirable.


COMPUTER SKILLS:

Proficiency in Windows, Microsoft Office, Outlook, database software, Adobe Acrobat, and internet use. Ability to learn and/or experience with cloud-based systems, such as Salesforce, Concur, Zoom, Teams, Mailchimp, and Constant Contact.

Must possess excellent analytical and problem-solving abilities. Experience in community organizing, coalition-building, and/or advocacy work is desirable. Experience in program development, implementation, and strategic planning is desirable.
