Position: Application Developer (Assembler)

Clearance: Active or Previous MBI Clearance Preferred

Work Arrangement: Remote Position

Overview: We are looking for a skilled Application Developer (Assembler) / Mainframe Systems Engineer to enhance our remote operations. This role is vital for the design, development, integration, testing, and deployment of a modernized Business Master File (BMF) platform. Additionally, you will provide critical support for daily Operations & Maintenance (O&M) tasks that align with IRS objectives. US Citizenship is preferred.

Key Responsibilities:

  • Assist in the design, development, integration, testing, and deployment of a modernized BMF platform.
  • Support daily Operations & Maintenance (O&M) activities based on IRS priorities.
  • Oversee project management tasks, O&M activities, software development, modernization, enhancements, and legislative changes, with a focus on utilizing IBM z/OS assembly language (Assembler) for legacy code business rules extraction and code conversion.

Requirements:

  • Bachelor's degree in Computer Science, Information Technology, or a related discipline.
  • Extensive knowledge of IBM z/OS assembly language (Assembler), including assembly instructions, addressing modes, data manipulation techniques, and job control processing.
  • Familiarity with IBM mainframe architecture, including storage hierarchy (registers, memory, I/O), system calls (SVCs), and interrupt handling mechanisms.
  • Experience with CA Endevor Software Change Manager (SCM) tool, covering version control, release management, security and access control, and integration with other development tools.
  • Knowledge of BMC Control-M, particularly in automating job scheduling, managing workflows, and monitoring job execution.
  • Proficiency in mainframe tools, including debuggers, assemblers, linkers, and utilities specific to the IBM z/OS environment.
  • In-depth understanding of legacy mainframe data formats, including experience with DB2, QSAM, and VSAM data formats.
  • Ability to translate assembly logic to modern constructs, such as mapping assembly instructions to equivalent Java code using loops, conditional statements, functions, and object-oriented design patterns.
  • Active IRS MBI Clearance is highly desirable.
  • Experience with IRS Core Record Layout (CRL) and QSAM Data Formats is highly desirable.
  • Experience with IRS Individual Master File (IMF) or Business Master File (BMF) is highly desirable.
