GENERAL DESCRIPTION

Under the guidance of the Regional Program Manager, this role involves executing intricate project management tasks and overseeing substantial construction initiatives. The individual will be accountable for assessing and endorsing construction timelines, financial plans, payment requests, contractual documents, vendor adherence, safety protocols, and ensuring compliance with departmental objectives, policies, and procedures.

This position necessitates collaboration and communication with various divisions to track project scope, budget, schedule, owner-installed components, external consultant and construction contracts, as well as project completion. The role operates under general supervision, allowing for a moderate degree of innovative and independent decision-making. Additional responsibilities may be assigned as needed, with adherence to all agency, division, and branch regulations and protocols.

QUALIFICATIONS

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited institution in Architecture, Engineering, Landscape Architecture, Construction Management, or a closely related discipline.

Experience: A minimum of five years of demonstrable experience in managing construction projects related to real estate, land development, building renovations, or infrastructure projects.

Experience in administrative functions, budgeting, scheduling, cost estimation, total quality management, team development, and organizational growth is essential.

Proven experience in leading cross-functional teams to successfully deliver projects within defined scope, schedule, and budget constraints.

Licensure: A valid state driver's license is required.

ACCEPTABLE SUBSTITUTIONS

Education: One additional year of progressively responsible experience in construction project management may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours.

Experience: A Master's degree in Engineering, Architecture, Construction Science, or a related field may substitute for two years of the required experience, while a Doctorate may substitute for four years.

PREFERRED QUALIFICATIONS

Experience: Familiarity with Project Management software and at least two years of experience in scheduling projects using Microsoft Project or similar tools is preferred.

Experience in public speaking and delivering presentations is advantageous.

Licensure: Licensure as an Architect, Engineer, or Landscape Architect is preferred, along with a current Project Management Professional (PMP) certification from the Project Management Institute.

KNOWLEDGE, SKILLS, AND ABILITIES

Comprehensive knowledge of sustainable building practices, outdoor recreational facilities, and relevant infrastructure requirements is essential.

Familiarity with building codes, engineering and architectural design principles, and construction management techniques is required.

Proficiency in using MS Word, Excel, Outlook, SharePoint, and Project is necessary, along with strong verbal and written communication skills.

Ability to manage multiple projects simultaneously, meet deadlines, and make sound decisions is crucial.

WORKING CONDITIONS:

This position requires working from 8:00 a.m. to 5:00 p.m., Monday through Friday, with the possibility of overtime. The role may involve outdoor work in varying weather conditions and requires operating a state vehicle. Travel up to 50% may be necessary.
