Position Overview: This role combines the responsibilities of a Purchasing Specialist and a Preconstruction Estimator, providing essential support to the estimating department in the self-perform sector by facilitating the procurement of designated products and/or services from qualified vendors or subcontractors in accordance with established company policies and practices.

Reporting Structure: Reports to the Manager of Estimating

FLSA Status: Salaried, Exempt

Key Responsibilities in Purchasing:

  • Assess and recommend optimal solutions for the company concerning cost, scheduling, commercial arrangements, and similar factors.
  • Solicit and analyze proposals for fabricated materials, mechanical equipment, and bulk commodities.
  • Receive, evaluate, and recommend the most responsive proposals based on bid documentation.
  • Negotiate and issue Purchase Orders and Subcontracts.
  • Facilitate the transition of Vendor management responsibilities to Operations upon the issuance of Purchase Orders or Subcontracts.
  • Establish a comprehensive Vendor database for structural steel fabrication, piping fabrication, engineered equipment, and commodities (e.g., miscellaneous steel, pipe, valves, and fittings).
  • Foster strategic relationships with key Original Equipment Manufacturers (OEMs), supply houses, and fabricators.

Key Responsibilities in Estimating:

  • Identify, solicit, engage, and evaluate proposals through bid leveling comparison sheets, recommending subcontractors and/or vendors for trades not self-performed by the company (e.g., earthwork, structural concrete, electrical, insulation, coatings), support trades (e.g., scaffolding, NDE), and/or construction support equipment (e.g., operated cranes, equipment rentals) to assist in self-perform estimates.
  • Negotiate and issue Purchase Orders and Subcontracts.
  • Coordinate the transition of Vendor management responsibilities to Operations upon the issuance of Purchase Orders or Subcontracts.
  • Develop a key Vendor database for subcontractors and construction equipment to support self-perform opportunities.
  • Build strategic relationships with key OEMs, supply houses, and fabricators.

Position Requirements:

  • Bachelor's degree in engineering, supply chain management, or a related field required (or equivalent experience).
  • A minimum of five years of experience in construction purchasing.
  • Previous experience in estimating is required.
  • Ability to read and interpret structural and/or mechanical construction drawings.
  • Ability to analyze and align vendor proposals to meet RFP requirements with minimal support; strong contract negotiation skills are essential.
  • Demonstrated experience in successfully soliciting and interpreting supplier proposals against construction drawings and specifications.
  • Proficient in MS Office Suite (Outlook, Teams, Word, Excel); experience with Procore, InEight, WinEST, and On Screen Takeoff estimating software is advantageous.
  • Relevant licenses and certifications are a plus. Must possess excellent time management skills, capable of managing multiple projects simultaneously while planning and executing tasks effectively and accurately.
  • Strong written and verbal communication/interpersonal skills are required.
  • Ability to work in cross-functional teams as well as independently.
  • Strong analytical and problem-solving skills with a keen attention to detail are necessary.
  • Willingness to travel as needed, though not expected to exceed 10%.
