Position Overview:

The Texas Historical Commission (THC) is seeking a highly skilled legal professional to provide comprehensive legal services. The ideal candidate will deliver expert legal counsel to THC staff managing various programs, including drafting and reviewing essential documents such as contracts, correspondence, and program guidelines.

Key Responsibilities:

  • Offer legal guidance on the management of federally and state-funded initiatives, ensuring compliance with relevant laws and regulations.
  • Conduct thorough legal research and analysis on state and federal legislation impacting THC operations.
  • Evaluate contract performance issues and provide legal support to address compliance and breach of contract matters.
  • Participate in commission meetings, offering legal support to staff and commissioners.
  • Draft legal memoranda addressing various issues related to THC programs.
  • Assist in administrative law matters, including agency rulemaking and public information requests.
  • Act as a liaison with the Office of the Attorney General on litigation matters, preparing necessary documentation and representing the agency as needed.
  • Provide legal representation in administrative hearings, including drafting briefs and preparing witnesses.
  • Prepare and finalize legal documents, ensuring alignment with agency objectives.
  • Report directly to the THC Executive Director, maintaining effective communication regarding agency-related issues.
  • Monitor legislative developments and assist with related issues, providing reports and testimony as required.
  • Advise on employment law matters, ensuring compliance with applicable regulations.
  • Provide training and guidance on ethical standards and conduct within the agency.
  • Ensure compliance with privacy laws and real estate regulations affecting agency operations.
  • Represent the agency in prelitigation matters before relevant commissions and departments.
  • Assist with trademark and copyright filings and protections.
  • Maintain regular attendance and adhere to established work schedules.
  • Follow all safety guidelines and ethical requirements set forth by the agency.

Qualifications:

  • J.D. degree from an accredited law school and a valid license to practice law in Texas.
  • A minimum of three years of experience as a licensed attorney.
  • Experience in contracts and administrative law is essential.
  • Strong public presentation skills and the ability to collaborate with diverse stakeholders.
  • Valid driver's license and a clean driving record.
  • Willingness to travel as needed.

Preferred Qualifications:

  • Experience with federal and state grant programs.
  • Extensive background in drafting and reviewing contracts.
  • Experience in governmental legal practice within Texas.

  • In-depth knowledge of legal principles and practices.
  • Strong communication and organizational skills.
  • Ability to conduct effective legal research and analysis.
  • Proficient in using legal research tools and software.

Work Environment:

This position is based in a historic building and may involve exposure to typical office conditions. The role requires a mix of sedentary work and occasional physical activity.
